PARKS AND RECREATION AND FORESTRY COMMISSION <br />6:30 P.M. | NOVEMBER 21, 2019 | MOUNDS VIEW CITY HALL <br />MEETING MINUTES <br /> <br />1. CALL TO ORDER at 6:30PM <br />2. ROLL CALL: Commissioners: Arel, Aukee, Curry, Kroeger, Kunz, Palm, *Rundle <br /> Staff: Peterson | YMCA: Thomas *to be absent <br />3. APPROVAL OF AGENDA: Motion to approve by Palm, 2nd by Kroeger. Motion Passed 6-0 <br />4. APPROVAL OF MINUTES: October 24, 2019: Motion by Aukee to approve, 2nd by Arel. Motion Passed 6- <br />0 <br />5. PUBLIC INPUT <br />Citizens may speak to issues not on tonight’s agenda. Before speaking, please give your full name and <br />address. Please limit your comments to three minutes. No residents present. <br />6. STAFF REPORTS <br />A. YMCA: See attached report. Still time to sign up for Youth in Government to start beginning of <br />January. Cookies with Santa on Saturday, December 7 from 10 am-12pm. Looked at current MVCC <br />Program Overview and offerings and possible future options. Encourage Staff to look at survey results, <br />review social media questions, look at advertising options for postings of current and upcoming events, <br />consider options for students with disabilities (i.e friendship groups, sensory activities), CPR, Safety <br />Camp, Board Game Night (BYOBG), coordinate with New Brighton and Spring Lake Park to see what <br />they offer and what kinds of programs/staffing we might be able to share. <br />B. Public Works: See attached report. Andy, City Forester, has left to another job. Waiting on <br />applications. Added some trail surfacing to Oakwood/Greenfield trail. <br />7. UNFINISHED BUSINESS <br />A. City Hall Park Veterans Memorial: Commissioners have offered to be on a task force <br />B. Dog Park – Review map area and criteria for a dog park. The City does not have a space conducive <br />for a dog park and there are many restrictions from the MN PCA MS4 for permits. Commission does <br />not want to move forward with a dog park at this time. <br />8. NEW BUSINESS <br />A. Review Applications For Park and Recreation and Forestry Commission: Motion to recommend <br />candidates “B” and “C” to the City Council for Park, Recreation, and Forestry Commissioners by Arel, <br />2nd by Kroeger. Motion Passed 6-0. Commissioner Aukee may be submitting his resignation to the City <br />Council to open up the Commission for new ideas. If/when that happens, the Commission will vote on <br />another new member. <br />B. Review Park Dedication Fund: City has brought in $114,972 into park dedication funds with a YTD <br />balance of $190,542. Possible expenditures in 2020 include $103,500. <br />C. Review Meeting Calendar for 2020. It looks good. <br />D. Discuss Canceling meeting for December: Motion by Palm to cancel our December 2019 PRF <br />Commission meeting, 2nd by Aukee. Motion passed 6-0. <br />E. City Hall Park – Challenge Course: Could get corporate sponsorship to help with cost of course which <br />would be an advertising benefit for the sponsor. Includes consideration for a parking lot north of the <br />splash pad east of water tower. Would move t-ball field to a partnership with Pinewood School. <br />Includes synthetic turf. Need to consider lighting costs and neighbors who might oppose the lighting. <br />We are interested in having the City Staff look into possibilities.
