EXHIBIT A <br />• NOTICE OF SPECIAL ELECTION <br />CITY OF MOUNDS VIEW <br />RAMSEY COUNTY, MINNESOTA <br />NOTICE IS HEREBY GIVEN that a special election will be held in and for the City of <br />Mounds View, Ramsey County, Minnesota, on Tuesday, the 7th day of November, 2006, at which <br />the following proposition will be submitted to the voters of the City for their approval or rejection: <br />CITY QUESTION NO. 1: <br />CHARTER AMENDMENT <br />Should Chapter 7 section 7.03 of the City Charter be amended by adding new <br />language to limit annual property taxes, levies and specified fees for City services to <br />a maximum increase of 5%, or the CPI (Consumer Price Index) plus 2%, <br />whichever is less, and to restrict the ability of the City to increase specified fund <br />balances beyond set limits, with any increase in excess of these limits being subject <br />to voter approval? <br />YES <br />• NO 71 <br />The polling places for said election are as follows: <br />5394 Edgewood Drive, Mounds View, Minnesota <br />The polls for said election will be open at 7:00 a.m. and will remain open until closing at <br />8:00 P.M. <br />Any qualified registered voter of the City is entitled to vote at said election at the polling <br />place of the precinct in which the voter resides, and any resident of the City not previously <br />registered as a voter may register on election day. <br />BY ORDER OF THE CITY COUNCIL <br />Kurt Ulrich, City Clerk -Administrator <br />Dated: August 28, 2006. <br />• <br />295727v6 DJK MU2104 <br />A- i <br />I <br />
