WHEREAS, there typically is a need for a constant message on an on-site sign so the <br />public can use the sign to identify and find an intended destination. Changing messages detract <br />from this way-finding purpose and could adversely affect driver conduct by prompting last- <br />second lane changes, stops, or turns, all of which could cause traffic accidents and injuries; and <br />WHEREAS, the City Council finds that dynamic displays should be allowed on billboards <br />and on off and on-site signs but only with significant controls to minimize their proliferation and <br />to lessen their potential threats to public health, safety and welfare and to the image and <br />aesthetics of the City; and <br />WHEREAS, the City Council has determined that off-site signs or billboards do not need <br />to serve the same way-finding function as do on-site signs; they are distracting and their <br />removal serves the public health, safety, aesthetics and welfare; and <br />WHEREAS, the City Council intends to provide an incentive option for the voluntary and <br />uncompensated removal of off-site signs or billboards. This sign removal and reduction in sign <br />surfaces would result in an overall advancement of one or more of the goals set forth in this <br />ordinance and, with the increased advertising through the addition of dynamic display <br />technologies, should more than offset any additional burden caused by the incentive; and <br />WHEREAS, the City Council bases the incentive provisions in this ordinance on the <br />recognition that the incentive creates an opportunity to reduce the number of outdoor <br />advertising signs and services that would otherwise remain in Mounds View; and <br />WHEREAS, the Mounds View Planning Commission discussed this matter on October <br />15, 2008 and they concurred that an amendment to the City Code about signs is warranted and <br />justified; and <br />NOW, THEREFORE, BE IT RESOLVED that the Mounds View City Council has decided <br />that it is in the public interest to amend the City Code about signs to establish regulations for <br />dynamic display signs. <br />THEREFORE, BE IT FINALLY RESOLVED that the Mounds View City Council adopts <br />the following ordinance amending Chapter 1008 of the Mounds View City Code. <br />THE CITY OF MOUNDS VIEW ORDAINS: <br />Section 1. The Mounds View City Council hereby amends Chapter 1008 of the Mounds View <br />City Code about signs by deleting the stricken language and adding the underlined language as <br />follows: <br />Page 2 <br />
