(3) Balloons less than two (2) feet in diameter are excluded from the permit <br />provisions of this Section. Flag or Pennant Stringers: Individual flags, streamers or pennants shall not exceed one <br />(1) square foot in area. (Ord. 679, 5-29-01) <br />g. Grand Openings and Other Events: Subject to all other requirements of this subdivision <br />and Chapter, a permit may be issued for a grand opening or other special event that would <br />utilize a combination of temporary signs at any one (1) principal location. No more than <br />one (1) special event permit shall be allowed per business in a calendar year. (Ord. 679, 5- <br />29-01) <br />Subd. 5. Window Signs: In the interest of public safety, the City requires that commercial or retail <br />businesses operating in the B-1, B-2, B-3 or B-4 zoning districts meet ~it1~;~-z~~~o~~e~l <br />btE:~ir}e~;-t{}~;~-(~ s- }-~,~all%a +~~~~-pl~i the following regulations and <br />requirements governing signs placed upon window interiors. (Ord. 679, 5-29-01) <br />a. No business shall obscure more than twenty five percent (25%) of any window section or <br />pane. (Ord. 679, 5-29-0 l ) <br />b. Such window signage shall not obscure or block from view that area of a window or door <br />between four feet (4') and seven feet (7') from the interior floor level, unless such area does <br />not offer any visibility to interior public space. (Ord. 679, 5-29-01) <br />c. Window signs as allowed herein affixed or adhered within the building interior shall be <br />exempt from any permit requirements. (Ord. 679, 5-29-01) <br />d. A temporary sign permit shall be required of any window sign affixed to the exterior of <br />any window surface. Such sign shall otherwise comply with the requirements of this <br />subdivision and Chapter. (Ord. 679, 5-29-01) <br />Subd. 6. Billboards: Anew or renewed interim use permit shall not be issued for any new or <br />currently existing billboard within the City. Interim Use Permit: Any IUP issued for an interim use billboard shall automatically <br />expire no later than July 1, 2037 or earlier if so indicated in the resolution approving the <br />IUP.
