The Mounds View Vision <br />A Thriving Desirable Community <br /> <br />Item No: 08F <br />Meeting Date January 13, 2020 <br />Type of Business: Council Business <br />City Administrator Review: _____ <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Nyle Zikmund, City Administrator <br />Item Title/Subject: Resolution 9219, Approving a Three Year Labor Agreement <br />with the Public Works Bargaining Group Effective January 1, <br />2020 through December 31, 2022 <br />Introduction: <br />The previous labor agreement with the Public Works group expired at the end of 2019. <br />The City and the bargaining group have conducted a series of negotiation sessions and <br />have come to an agreement on terms for the three-year period beginning Jan 1, 2020. <br /> <br />It should also be noted that the group received formal recognition/status from the <br />Minnesota Bureau of Labor as a Recognized Bargaining Unit <br /> <br /> <br />Discussion: <br />The Agreement provides for the following changes: <br /> <br />Article 20 – Insurance <br />For 2020, the City will contribute a maximum amount of $1,155 per month toward each <br />employee’s insurance, a $30 increase over the 2019 contribution of $1,125. For 2021 <br />and 2022, the table below would apply. If, for example, health insurance premiums <br />increase by 9% for 2021, the City would increase its monthly contribution to $1,185. <br /> <br />If the Health <br />Insurance <br />Premium Increases <br />by <br />The Maximum Monthly City <br />Contribution will increase by: <br />Less than 1% No change <br />1% to 5% + $15 <br />6% to 10% + $30 <br />11% to 15% + $45 <br />Greater than 15% + $60 <br /> <br />Article 28 – Wages <br />COLA increase of 3% for 2020, 2.5% for 2021 and 3% for 2022. <br /> <br />Article 31 – Term <br />The revision simply updates the new term from 2017-2019 to 2020-2022. <br /> <br />While not part of the agreement at this time, representatives proposed further <br />discussion of a specified travel stipend time specific to call back on weekends. Staff <br />committed to further discussion in 2020 and if able to reach a resolution, a <br />Memorandum of Understanding would be brought forward for council consideration. <br /> <br />
