Item 08A <br />Page 5 of 10 <br /> <br />The Mounds View Vision <br />A Thriving Desirable Community <br /> <br />The intent of the City Code is that each side of buildings use <br />acceptable materials, vs. one-sided architecture. The <br />proposed building is elongated. The long sides of the <br />building are primarily glass. The short sides of the building <br />(e.g. wash tunnel entrance and exit) are primarily metal <br />paneling. The Mounds View Blvd. side of the building will be <br />accented by two towers, consisting of metal paneling. <br /> <br />During the Planning Commission’s discussion, the <br />Commission found the metal paneling to be similar in <br />character to the neighboring Public Works offices <br />(corrugated metal siding), and is supportive of the metal <br />paneling as “other comparable or superior materials”. <br /> <br />Signage Signage will be reviewed at the time a sign permit is <br />submitted. <br /> <br />Trash Disposal Located in east side-yard. Because the lot is a triple- <br />frontage lot (three front yards), it is very limited where the <br />dumpster can go, unless located inside the building. <br /> <br />Construction Timetable Tentatively spring 2020 – late fall 2020. <br /> <br /> <br />Strategic Plan Strategy/Goal: <br />Create and maintain a positive business climate where businesses want to locate and <br />remain in Mounds View. <br /> <br /> <br />Financial Impact: <br />N/A <br /> <br /> <br />Planning Commission Recommendation: <br />The Planning Commission approved Resolution 1111-19, recommending approval of <br />the Conditional Use Permit, and Development Review. <br /> <br /> <br />Staff Recommendation: <br />Staff recommends approval of Resolution 9212, Approving a Conditional Use Permit <br />and Development Review for Tommy Car Wash. <br /> <br /> <br />A Public Hearing notice for the Conditional Use Permit was published by the Shoreview <br />Press on December 24, 2019, and mailed to property owners within 350’ of the subject <br />property. <br /> <br />The City Council is requested to conduct a Public Hearing and consider the following <br />options:
