The Mounds View Vision <br />A Thriving Desirable Community <br /> <br />Item No: 08A <br />Meeting Date February 10, 2020 <br />Type of Business: Council Business <br />City Administrator Review: _____ <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Nyle Zikmund, City Administrator <br />Item Title/Subject: Second Reading of Ordinance 972, Amending City Code Title <br />1200 Chapters 1201, 1202, 1203 and 1205 related to Zoning <br />Code requirements <br />Introduction: <br />The City has been systematically updating all sections of the Code since spring of 2018 <br />with chapters 1200, 1300 and 1500 remaining. Chapter 1200 deals relates to land <br />subdivisions. The draft ordinance has been published on the City web site since Jan 6, <br />with first reading occurring on January 13, 2020. No additional comments have been <br />received by staff since the first reading. P & Z reviewed on January 15, 2020 and had <br />no changes. <br /> <br />Discussion: <br />The purpose of the amendment is to update certain subdivision requirement to provide <br />for clarification, remove outdated and unnecessary code language, and update the code <br />to conform to current City practices and state law, as necessary. The amendment also <br />removes the mailed notice requirement for the public hearing required for preliminary <br />plat applications, and further eliminates the requirement that the Planning and Zoning <br />Commission review and make recommendations on all final plat applications. The <br />amendment also eliminates the platting exception for minor subdivisions and requires <br />platting in the case of any subdivision or lot line rearrangement. Finally, the amendment <br />requires platting applicants to adhere to all requirements of the city attorney’s plat <br />opinion and have issued a title insurance policy in the name of the city prior to final plat <br />approval. <br /> <br />Strategic Plan Strategy/Goal: <br />Maintain and plan for infrastructure improvements. <br /> <br />Financial Impact: <br />None <br /> <br />Recommendation: <br />Staff recommends the Council conduct Second Reading and Adoption of Ordinance 972 <br />and order Summary Publication <br /> <br />Respectfully submitted, <br /> <br /> <br /> <br />Nyle Zikmund <br />Attachment(s): <br />1.
