The Mounds View Vision <br />A Thriving Desirable Community <br /> <br />Item No: 08C <br />Meeting Date: Feb 10, 2020 <br />Type of Business: Council Business <br />City Administrator Review: _____ <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Jon Sevald, Community Development Director <br />Item Title/Subject: Resolution 9237, Approving Development Agreement for Long <br />Lake Woods Second Addition <br /> <br /> <br />Introduction: <br />For some time, the City has had discussions with property owners and Marty Harstad about <br />extending Greenwood Drive north of Sherwood Road, creating 12 single-family lots. The City <br />Council has been supportive of this project, including the use of eminent domain if necessary, to <br />acquire land for the new road. The use of eminent domain necessitates that the City will build <br />the road and public improvements (vs. the developer), and assess costs to benefiting property <br />owners. Those costs are not known at this time. <br /> <br />Discussion: <br />The current step is for the City and the seven participating property owners to enter into a <br />Development Agreement. This agreement includes a provision that Marty Harstad (Harstad <br />Hills, Inc) will represent the landowners as the developer, and that the developer will reimburse <br />the City for all associated costs. Once the Development Agreement is signed, the City will <br />complete a feasibility study, which will include cost estimates for public improvements (road, <br />sewer, water, etc.). Then, the developer will submit an application for plat approval (spring). <br />After approval (late spring), the City will negotiate with any non-participating property owners <br />(Doll) in acquiring right-of-way. If an agreement is not made, the City will begin condemnation <br />proceedings to acquire the necessary land (25’ – 30’ strip). <br /> <br />Strategic Plan Strategy/Goal: <br />Maintain and plan for infrastructure improvements including waste water, water, & <br />transportation. <br /> <br />Financial Impact: <br />Unknown at this time. The City’s costs will be reimbursed by the developer through <br />assessments to benefiting properties. <br /> <br />Recommendation: <br />Staff recommends approval of Resolution 9237, and authorizing the Mayor and City <br />Administrator to sign the Development Agreement on behalf of the City. <br /> <br /> <br />Respectfully submitted, <br /> Jon Sevald, AICP <br />Community Development Director
