Item No: 08C <br />Meeting Date: March 9, 2020 <br />Type of Business: Council Business <br />Administrator Review: ____ <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Rayla Sue Ewald, Human Resources Coordinator <br />Item Title/Subject: Resolution 9244, Approving the Hire of Lucas Osowski to the <br />Public Works Maintenance Worker Position <br />Background: <br />On January 9, 2020, the Public Works Maintenance Worker – Sanitary Sewer position was <br />posted, according to the Public Works Labor Agreement. This position fills the vacancy created <br />by the employee termination from the summer of 2019, and the staff shift which followed. Staff <br />received eight (8) applications for this vacancy and interviewed four (4) candidates. <br /> Discussion: <br />The interview panel consisted of Public Works Director Peterson, Public Works Superintendent <br />Szurek, Lead Worker Utilities Division Schnur, and Public Works Maintenance Worker Hiatt. It <br />was the consensus of the interview panel to recommend Lucas Osowski to the position of Public <br />Works Maintenance Worker. <br /> <br />Mr. Osowski has over four (4) years of Public Works experience. If hired, Mr. Osowski would be <br />a member of the Public Works Collective Bargaining Unit, subject to the established job <br />classification system with regard to the pay scale. Based on the criteria set forth by the 2020 – <br />2022 Public Works Collective Bargaining Unit Labor Agreement, Mr. Osowski would qualify for <br />Level A of the pay scale, which is $27.76 per hour. Also in accordance with the Public Works <br />Agreement, Mr. Osowski would be subject to a 12 month probationary period. <br /> <br />2020 Hourly Wage Schedule: <br />Level A Level B Level C <br />$27.76 $29.30 $30.84 <br /> <br />Mr. Osowski has successfully completed his hiring assessment. He is in the process of completing <br />the remaining pre-employment requirements and should be able to begin employment on or <br />around Monday, March 23, 2020. <br /> Strategic Plan Strategy/Goal: <br />Create a culture where employees desire to work. <br /> Financial Impact: <br />This is a budgeted position. <br /> Recommendation: <br />Staff recommends the City Council adopt Resolution 9244, approving the hire of Lucas Osowski <br />to the Public Works Maintenance Worker Position, contingent on successful . <br /> <br />Respectfully submitted, <br /> ______________________ <br />Rayla Sue Ewald <br />Human Resources Coordinator
