PARKS AND RECREATION AND FORESTRY COMMISSION <br />6:30 P.M. | OCTOBER 22, 2009 | MOUNDS VIEW CITY HALL <br />MEETING MINUTES <br /> <br />1. CALL TO ORDER at 6:35 PM <br />2. ROLL CALL: Kunz, Palm, Arel, Long, Aukee, Peterson | Staff: DeBar, Prindle <br />3. APPROVAL OF AGENDA: Motion to approve agenda by Palm, 2nd by Aukee. <br /> Motion Passed 5-0 <br />4. APPROVAL OF MINUTE: Motion to approve September 24, 2009 minutes by Aukee, 2nd <br />by Kunz. Motion Passed 5-0 <br />5. PUBLIC INPUT <br />Citizens may speak to issues not on tonight’s agenda. Before speaking, please give your full <br />name and address. Please limit your comments to three minutes. No residents present <br />6. YMCA UPDATE: Prindle <br />Fall Family Fun Day was a huge success. Cookies with Santa Dec. 12. For January looking <br />into working with local schools and BBC for ESL programs. Release days M and T of <br />Thanksgiving week. Parents Day Out Dec. 12. Consideration to see if gym will work for <br />badminton via Twin Cities Badminton Club. Hip-Hop classes have strong enrollment. Shared <br />marketing strategies. <br />7. UNFINISHED BUSINESS <br />A. Field Reservation Policy and Rental Fee Schedule <br />1. Review Policy Establishing Priority for Use of City Athletic Facilities. <br /> Concerns include: putting residents low on priority list. Rarely is there not a field available <br /> on a weekend when residents may want to reserve a field. Do we need 3a-g? Exclusionary <br /> factor can also end up eliminating a group from getting any fields and not staying in the <br /> community. Why prioritize if MVCC can still limit reservations? If we keep E on priority list, <br /> do we need the statement on the Field Rental Fee Schedule that “Field Reservation may <br /> be limited depending upon the number of teams and fields available”? <br /> Suggested Action: Remove B3e-g. Reword items in paragraphs following B3g. C1: Dates <br /> defined by MVCC. <br /> Remove C2. Reword E Disclaimer. Need to include penalty disclaimer for not <br /> relinguishing fields not used. <br /> Palm will draft new policy to forward to Commission for review in Nov. <br />2. Review Community Center and Recreation Fee Schedule for 2010. Increased fees <br />for Park Shelter Rental. <br />B. 2010 Music-in-the-Park Structure/Implementation Update: MVCC will use third <br />Thursday of the months of June, July, August 2010. Look for sponsors/funding beginning <br />Jan.1, 2010. Each concert will be a different style of music. Rain or shine unless band <br />cancels. Direct Staff to verify competing communities for that evening.
