Item No: 8E <br />Meeting Date: February 22, 2010 <br />Type of Business: Consent Agenda <br />Administrator Review: ____ <br /> <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Nick DeBar, Public Works Director <br />Item Title/Subject: Resolution 7585, Approving a Policy Establishing Reservation <br />Priority for Use of City Athletic Fields <br /> <br />Background: <br />The athletic fields that Mounds View owns and maintains are very popular but especially during <br />spring and summer months. The fields, which include baseball/softball and soccer fields, are <br />reserved by a wide variety of groups including private companies, church groups, and residents. <br />However, the largest group making reservations are area youth athletic associations. <br /> <br />To assist the YMCA in making reservations for the various groups, the Commission drafted a <br />policy to establish priority for use of Mounds View athletic fields. Many neighboring cities have <br />similar policies, and the one being recommended is most similar to the City of Shoreview. <br /> <br />Discussion: <br />The City Council reviewed the proposed policy with several members of the Parks and <br />Recreation and Forestry Commission (PRF) at their January 10, 2010 work session. At that <br />meeting, the City Council indicated support for the policy and asked for several items on the <br />policy to be clarified. The items requesting clarification were minor revisions to the overall <br />document, most notably associated with how new organizations will be recognized. <br /> <br />At their January 28, 2010 meeting, the PRF Commission revised the policy to address the City <br />Council comments and unanimously recommend (7-0) it’s adopting to the City Council. The <br />attached document shows revisions made by the PRF Commission from the version reviewed <br />by the City Council at the January work session. <br /> <br />The timing of the policy is very good since the YMCA will begin scheduling reservations for <br />baseball and softball season. <br /> <br />Recommendation: <br />The PRF Commission and City Staff recommend that the City Council consider adopting <br />Resolution 7585 that will approve a policy establishing a priority system for general reservation <br />of City-owned athletic fields. <br /> <br />Respectfully submitted, <br /> <br /> <br /> <br /> <br />Nick DeBar <br />Public Works Director <br /> <br />Attachments: <br /> Policy Revisions Document <br /> Resolution 7585
