1/1 <br />M E M O R A N D U MM E M O R A N D U MM E M O R A N D U MM E M O R A N D U M <br />TO: PARKS AND RECREATION AND FORESTRY COMMISSIONERS <br />FROM: STEVE DAZENSKI | PARKS SUPERVISOR <br />DATE: MARCH 25, 2010 <br />RE: UNAUTHORIZED USE OF SOCCER FIELDS BY ADULT GROUPS <br />The past couple years there have been unauthorized use of our soccer fields by adult groups. <br />These groups are more of a league with referees, jerseys, and spectators, and don’t apply for a City <br />permit for using the field. There seems to be a tendency for these groups to use the soccer field at <br />Silver View Park during the weekend when City staff is not around. This is very rough on the field <br />turf and it may be wise to limit the age groups, set a time limit, or deny use for poor field conditions. <br />The YMCA was recently contacted by Shoreview and inquired into renting the Silver View Park <br />soccer field up to four nights a week. Before the Silver View Park fields, and the Oakwood Park <br />fields, get booked, the City staff would recommend some stipulations to the field usage. One item <br />might be no play when the field is saturated since the turf really doesn’t get a chance to produce the <br />roots that can stand up to that kind of usage. We don’t have the luxury to “rest” our fields like the <br />National Sports Center does. <br />The Commission should discuss ideas to address these issues. In addition to providing conditions <br />for use due to field conditions, other ideas could include installing signs informing that field use <br />requires a City permit or limiting the age of teams playing games on the fields. <br /> <br />ITEM NO. 8B
