M E M O R A N D U M <br />TO: PARKS AND RECREATION AND FORESTRY COMMISSION <br />FROM: NICK DEBAR | PUBLIC WORKS DIRECTOR & <br /> STEVE DAZENSKI | PARKS SUPERVISOR <br />DATE: MARCH 25, 2010 <br />RE: PROJECT UPDATES & MAINTENANCE ACTIVITIES <br />Project Updates: <br />Backstop Fencing Improvements for Ball Fields at Groveland, Hillview, Silver View, and CH Parks: <br />Fencing improvements are complete and awaiting a final inspection with the Contractor <br />(Century Fence Company of Forest Lake, MN). An additional mid-rail support was added to <br />backstops at Groveland, Hillview, and Silver View Parks, which added $645 to the $17,900 for <br />final costs of $18,545. The Council approved budget amount was $20,630. Bethlehem Baptist <br />Church (BBC) donated $1,800 of the costs with the remaining $16,745 from the Park <br />Dedication Fund (PDF). <br />Parking Lot Lighting Improvements at Silver View Park: <br />Installation for parking lot lighting at Silver View Park is currently being coordinated with Xcel <br />Energy. Xcel will furnish, install, and maintain the eight light fixtures and two poles and in <br />return, the City pays for energy usage associated with those lights (estimated to be $105.36 per <br />month). Most street lighting in Mounds View operates under this sort of agreement with Xcel). <br />The City is required to cover any costs associated with Xcel’s contractor supplying power to <br />those light pole locations, which totaled $2,624 for the Silver View Park installation. $2,064 of <br />the costs was donated by BBC with the remaining $560 from the PDF. <br />In addition, Xcel gave the City an option to buy the $750 light poles up-front rather than pay an <br />ongoing $14 per month (4.5 year payback). The City obliged and this cost was funded by the <br />PDF. <br />MVCC Gymnasium and Event Center Hardwood Floor Refinishing: <br />Work to refinish the hardwood floors at the MVCC will begin March 25. 2010 and refinishing is <br />expected to be complete the following day. Five quotes were received by the City ranging from <br />$4,015 to just under $15,000. Twin City Hardwood Flooring of Andover, Minnesota submitted <br />the low quote of $4,015. The MVCC will be closed on Saturday, March 27, 2010 due to <br />noxious odors anticipated from the polyurethane product used to finish the floors. The project <br />is a “buff and coat” operation and will not sand the floor to bare wood, but instead, scuff the <br />existing finish and place one new finish layer. Re-securing the cove base in the gymnasium is <br />also included in the project price. Funding for the project will come from the YMCA account. <br />County Road 10 Trail Segments 1-5: <br />Construction for the trail project is substantially complete. Hundreds of plants and shrubs will <br />be planted early this spring and miscellaneous repairs and restoration is also expected. As a <br />separate project, Public Works is planning to perform fog sealing this summer on all city-wide <br />trails in good condition or better. Fog sealing asphalt is similar to sealing concrete and <br />provides an excellent protection from environmental degradation. <br />Lambert Park Building Replacement: <br />Bonestroo performed a topographic survey of Lambert Park the week of March 22, 2010 and <br />will prepare a drawing for use in assessing layout of the building and amenities. Surveying <br />costs were estimated to be approximately $2,500 and funded from the PDF. If the Commission <br />is interested in taking a comprehensive look at the park, City staff recommends considering the <br />hiring of a professional landscape architect to assist with the layout. City staff can solicit fees <br />from qualified firms to assist with this effort during this conceptual layout stage. <br />ITEM NO. 9B1
