A. Review Municipal Code Chapters 405 and 1204: <br />Reviewed code 405: There is an opening for a Commissioner. Public encouraged to send <br />applications to City Hall. Question 405.07 Subd 12: “Advise the City Council regarding <br />sanitation and reforestation programs within the City.” What does “sanitation” mean? Would <br />this be sanitation at parks? There is nothing in the ordinance about forestry, however <br />forestry was assigned to the Commission to comply with Tree City USA qualifications. <br />Should a section be added about forestry? Such as overseeing the forestry document, and <br />an annual meeting with a forestry expert accepted by the City. <br />Need to clean up terms. 405.01 states, “The Parks and Recreation and Forestry <br />Commission is referred to herein as “the Commission.” However 405.02 Subd 1 and 405.05 <br />Subd. 2 state “Parks and Recreation Commission.” <br />Discuss sanitation and forestry questions with City Council at annual meeting in April. <br />Question 1204.02 Subd1b: Question footnote 7: “See Section 203.06 of this code”, should <br />be 203.05 “Park and Playground Fund” <br />Code Chapter 1204: 1204.02 Subd 1b: Need to verify and perhaps change term “Park and <br />Playground Fund” to “Park Dedication Fund.” <br />Add clarification to beginning “Park and Recreation and Forestry Commission referred to <br />herein as “the Commission.” Then change 1204.02 Subd 2 “Parks and Recreation <br />Commission” to either “the Commission” or “ Parks and Recreation and Forestry <br />Commission.” <br />1204.02 Subd 2: The Commission has not been approached for land dedication, but cash <br />payment has been the status quo. Do we need to clarify this with the City Council? For <br />example the townhouse development on Long Lake Road and County Road H2, was <br />parkland dedicated, or a cash payment made to the Park Dedication Fund? Direct Staff to <br />answer this question at March meeting. <br />B. Review Park Improvement Plan (PIP) <br />$35,000 carryover for Lambert Park building construction: is this in addition to $260,000 <br />from 2011, or in addition to? <br />What is the $25,000 for Park Improvement Program for? Maintenance? Improvements? <br />Repairs? Is it for things like replacement of tee pads, volleyball court perimeters, jox boxes, <br />lighting upgrades, parking lot lighting, etc? <br />Considering aglime and reverse curbing for tees at disc golf course at Silverview Park <br />If there are not grant funds for County Road 10 trail way, suggest using money budgeted for <br />trail way development to fund other trail way projects within the city as determined by our <br />recommendations. <br />10. REPORTS <br />A. Reports of Commission Members: Kroeger-Lambert Park Building is looking great on the <br />inside as well as the outside! Aukee-Tobacco Free Park signs at Greenfield ball field needs <br />replacing. Palm-Discussion of possibly hosting a Mothers’ Day walk for Breast Cancer, <br />similar to the walk at Mall of America, at Silverview Park. Talk to MVCC about possible <br />hosting. <br />B.
