Trailway System Plan – DRAFT April 2012 <br />1 <br />Goals and Objectives <br />1. Provide the highest level of safety practical to ensure the health and welfare of the pedestrian, bicyclist and <br />motorist. <br />a. Encourage compliance of traffic laws through applicable departments <br />b. Develop and promote guidelines governing the appropriate use of the trailways system <br />c. Establish a signage standard for trail use that minimizes potential conflicts among users <br />d. Conform to existing Minnesota Department of Transportation engineering standards <br />e. Minimize bicycles/pedestrian/motorist encounters by providing off-street trailways whenever economically <br />possible <br />f. Promote safe bicycling through publications, programs and events while assisting with the promotion of bicycle <br />safety education through the City publications <br />2. Provide and maintain a system to achieve a high recreation potential. <br />a. Provide links between Ramsey County, Anoka County, and neighboring cities’ trailway systems <br />b. Develop a system that can be used as a recreational link between the existing city parks, and to promote a means of <br />making the park property as well as recreational activities accessible to all residents of in the city <br />c. Provide a recreation opportunity for the family and individual <br />d. Develop a system that would be suitable to short and long distance recreational use <br />e. Utilize man-made or natural linear resources in order to take advantage of the scenic qualities in the City <br />3. Provide and maintain a system that can be used as an alternate transportation mode. <br />a. Promote a system to provide access to local points of destination such as civic centers, businesses, schools and <br />libraries <br />b. Promote a system that would provide an efficient means of destination orientation traffic <br />c. Connect the bikeway/walkway systems with existing and future mass transportation systems <br />d.
