ROLL CALL: Commissioners: Kunz, Palm, Kroeger, Aukee, Arel <br /> Staff: DeBar | YMCA: Danielson <br />3. APPROVAL OF AGENDA: Motion to approve by Palm, 2nd by Kunz. Motion Passed 5-0 <br />4. APPROVAL OF MINUTES <br />A. June 28, 2012 Meeting Minutes: Motion to approve by Arel, 2nd by Aukee. Motion Passed 4-0 <br />with Kroeger abstaining. <br />B. July 26, 2012 Meeting Minutes: Amended some typos. Motion to approve minutes as amended <br />by Kroeger, 2nd by Arel. Motion Passed 4-0 with Aukee abstaining. <br />5. PUBLIC INPUT <br />Citizens may speak to issues not on tonight’s agenda. Before speaking, please give your full name <br />and address. Please limit your comments to three minutes. No residents present. <br />6. STAFF REPORTS <br />A. YMCA: Danielson update: Fall programs ready to go. Fall soccer registrations more than last <br />year. Music-in-the-Park great turnout in August with Teddy Bear Band. 5K Fun Run had 86 <br />entrants. Blood Drive Wed 9/26 from 2-7 pm at the MVCC Event Center. Registration on <br />Facebook or call MVCC. Amy Doten is new Senior Development Coordinator. <br />B. Public Works: DeBar: Maintenance as usual. Working out conductor issue at Lambert Park <br />and getting ready to finish it. Irrigation and playground approved by City Council. Still need to <br />bring forward ball field and fencing items to City Council at September meeting. Silverview Park <br />aerator is currently being installed. Pavement conditions at Silverview Park trail are showing <br />wear and tear. Staff will work with a consultant to identify recommendations for improvement. <br />Probably not an issue with the portion of the trail that is on the property at Scotland Green <br />Apartments, however we may need to investigate city responsibilities. Rick Wriskey has been <br />out checking for EAB and working with resident reports, but nothing yet. Wriskey has been <br />working with the grant that we received for treating ash trees, and checking for tree removal. <br />Seasonal workers are leaving, but one will continue to stay on through fall. <br />7. UNFINISHED BUSINESS <br />A. Recommend Proposed County Road H Sidewalk Improvements: DeBar reviewed proposal. <br />Ramsey County is part of the final design phase with city staff. Budgeted out of special projects <br />fund with trailway improvements. We still need Ramsey County to agree to cost-share 50% <br />before we put forth more time. Palm concerned about loss of land to homeowners nearby. <br />Currently has a bike lane on north side. Residents report that students walk the south side on <br />that sidewalk and cross over to Edgewood when necessary. Kroger feels this is a break in the <br />trailway system that needs addressing. Feels we can recommend to move forward and let City <br />Council decide the rest of the detail. Aukee says the road is a busy corridor and benefit the city <br />especially with three schools nearby. Sees need for sidewalk despite hardship on residents. <br />Motion by Kunz to proceed with design phase of the County Road H sidewalk project. No <br />second. Motion by Kroeger to recommend to the City Council to move forward with the <br />next phase of the sidewalk on the north side of County Road H to support the pedestrian <br />movement from Edgewood, Irondale and Sunnyside schools on either side of the road, <br />that is consistent with our current draft of the trailway plan. Second by Kunz. Discussion: <br />Palm questions if the City Council has our current proposed trail way plan. They have the 2008 <br />trailway plan map. Aukee suggests recommending to the City Council to continue with the CRH <br />sidewalk improvements as consistent with the PRF plan. Kroeger reports 1992 Comprehensive
