ROLL CALL: Commissioners: Kunz, Palm, Kroeger, Aukee, Peterson, Arel, Long, Katovich <br /> Staff: Dazenski, DeBar | YMCA: Danielson <br />3. SPECIAL ORDER OF BUSINESS <br />A. Oath of Office for Commission Members (Peterson) <br />4. APPROVAL OF AGENDA: Motion by Palm to approve, 2nd by Arel. Motion Passed 7-0 <br />5. APPROVAL OF MINUTES <br />A. January 24, 2013 Meeting Minutes. Motion to approve by Kunz, 2nd by Kroeger. Motion <br />Passed 7-0. <br />6. PUBLIC INPUT <br />Citizens may speak to issues not on tonight’s agenda. Before speaking, please give your full <br />name and address. Please limit your comments to three minutes. No residents present. <br />7. STAFF REPORTS <br />A. YMCA: Report of winter programs 415 this year, compared to 355 last year. Teen center is <br />open, Rally Day kick off to summer programs: rolling out new program: Teen Leadership <br />Academy field trip based, service learning projects, Summer Park Program will have <br />different pricing and can sign up for a week at a time. Discounts also available. Spring Fling <br />program fair April 13th from 10 am-noon. Building is being used! Fitness center usage is up, <br />gym usage has revenue of $1962. Music-in-the-Park booked Triosemusic, Teddy Bear <br />Band, and Dirty Shorts for summer. Consider inviting food vendors to be available at the <br />park rather than bring your own. Consider moving to a location that allows for more parking. <br />Skating at parks 493 total. Groveland total of 13 for season, Hillview 267, Lambert 213. <br />B. Public Works Update of maintenance to park buildings, rinks, equipment. Plans to put in a <br />port-a-potty at Lambert. Consideration of hiring a seasonal worker as a park attendant to <br />leave bathrooms at buildings open and have the seasonal worker check and lock up, also <br />could clean between rentals so we don’t have to pay time and a half to city staff. <br />8. UNFINISHED BUSINESS <br />A. Review Park Improvement Plan for 2013. Considering Silverview Park playground, roof <br />replacement at Hillview, Parking lot reconstruction at Greenfield, Hockey rink at Hillview, <br />irrigation at City Hall, trail development throughout the city. <br />Consider the option of spending $50K for new rink at Hillview when the usage numbers are <br />dropping at the park. We need to find out why our rink numbers fell by 1400 visitors from <br />2009-10 and 2008-09. Understanding that the last two years had warm weather so few <br />visitors. Why are the numbers so low at Hillview and Lambert this year? May consider <br />putting as a question on a possible city survey. <br />B. Recommend Proposed Parking Lot Layout at Greenfield Park: Concrete curb and gutter, <br />one way driving. Take out existing concrete islands to increase parking spaces to 44 cars. <br />Discussion of paved path between parking lot to Hillview Road along tennis courts. Make <br />that a 6-foot concrete path or keep at 8-foot wide? Concrete or bituminous? Concern that
