ROLL CALL: Commissioners: Arel, Aukee, Katovich, Kunz, Kroeger, Palm, Long <br /> Staff: DeBar, Peterson | YMCA: Danielson <br />3. SPECIAL ORDER OF BUSINESS <br />A. Oath of Office for Commission Members (Kunz, Palm) <br />4. APPROVAL OF AGENDA: Motion to approve by Palm, 2nd by Kunz. Motion Passed 4-0 <br />5. APPROVAL OF MINUTES <br />A. November 21, 2013 Meeting: Motion by Kunz to approve, 2nd by Katovich. Motion Passed <br />4-0 <br />6. PUBLIC INPUT <br />Citizens may speak to issues not on tonight’s agenda. Before speaking, please give your full <br />name and address. Please limit your comments to three minutes. NO RESIDENTS PRESENT <br />7. STAFF REPORTS <br />A. YMCA: Danielson: 10% increase in youth programs and Event Center 24% increase for <br />2013. Gym rentals were up 72% for 2013. Slow start of 2014 so far for youth programs and <br />Event Center. Workout area is busy and weekends are averaging 50+ people in the gym. <br />19 participants for Silver Sneakers/Silver and Fit. Park building rentals up from last year, <br />but steady usage. Ice rinks closed 4 days due to wind chill at or below -20º but 374 in <br />attendance so far this season. <br />B. Public Works: DeBar: Personnel change: Don Peterson, Public Works Supervisor will <br />assume Steve Dazenski’s duties as Park Supervisor. City will hire another full time park <br />maintenance worker to compensate for some of Dazenski’s duties, as well as another <br />project engineering/manager position. <br />Peterson: Good ice conditions at rinks, reorganizing public works building and getting ready <br />for upcoming season with supplies and equipment. Prioritizing park maintenance projects <br />for 2014. <br />Mounds View has been approved as a 2013 Tree City USA for the 32nd consecutive year! <br />Still looking for a forestry consultant. MnDNR grant received to replace existing ash trees <br />on public land and boulevards within 1 mile of the Shoreview EAB infestation. <br />8. UNFINISHED BUSINESS <br />A. Review Park and Recreation Facilities Improvement Plan: Staff will mail hard copy home to <br />absent Commissioners, and resend as an Excel document for review. Commission will <br />discuss at February meeting. <br />B. Discuss Disc Golf Course Proposal at Silver View Park: Need to consider maintenance <br />costs as we outline a new course. Total estimated cost for new course is $15K. Need to <br />mark high value trees that we want to keep, and which trees can we eliminate. Katovich <br />and Kroeger will work with City Staff to determine high value trees and get ready for a <br />design layout. Staff will begin removing underbrush in February as regular maintenance.
