Item No. 6B <br />M E M O R A N D U M <br />To: Parks & Recreation & Forestry Commissioners <br />From: Nick DeBar – Director of Public Works & <br /> Don Peterson – Public Works Supervisor <br />Date: October 23, 2014 <br />RE: Public Works Staff Report <br />The following is a synopsis of recent activities and events of the Public Works Department. <br />Maintenance <br />Parks maintenance staff has been very busy with fall maintenance duties. Aeration of all turf and playing <br />fields is under way. Parks will be fertilized later this fall. Contractors have been contacted to upgrade the <br />irrigation controls at Silver View Park. Trimming of trees will take place this fall. All the ball fields, warning <br />tracks and trails will be graded. Along with the regular mowing, weed whipping, painting of all athletic fields, <br />ball fields, soccer and flag football. Irrigation systems are being winterized (blown out) and buildings <br />prepped for the winter. <br /> <br />Forestry <br />Public Works has been busy handling forestry issues in the post-City Forester position. Approximately 55 <br />trees have been identified for abatement and have or will be marked and notices sent to the property <br />owners. Property owners who do not remove the diseased trees by the predetermined dates will have the <br />tree removed by the City’s contractor and invoiced the cost. Right-of-way tree trimming is beginning in <br />preparation for snow removal season. <br /> <br />Projects <br />The following projects are planned this year. Updates from previous meetings are shown in red. <br />Silver View Park <br />• Relocate Disc Golf Course: A new 9-hole course is proposed to be constructed in the NW corner of the <br />park. Involves clearing trees, installing new tees and targets, and removing existing course items and <br />restoration. 2014 Budget: $25,000 (Park Dedication Fund) – includes $2,000 BBC contribution for <br />improving disc golf tees (Mar. 2011). Public Works met with disc golf course designer on 2/6 to discuss <br />new layout. Significant trees to be identified when fairer weather exists, after which the design process <br />can move forward. Public Works has not cleared brush or fallen trees due to snow plowing events and <br />deep snow pack. High value trees will be identified after which the disc golf course designer will begin <br />laying out a new course. Due to the wet early summer and heavy tree cover, this project has been <br />delayed. Progress will be made in October with the hopes to have a proposed layout for Commission <br />review. Tree removal and clearing would occur in late fall/winter. Disc golf course designer will progress <br />the course design in the upcoming month for a review by Commissioners in November. <br />• Reconstruct Trailways: Involves reconstruction of the asphalt trails with an engineering pavement section <br />and grading/drainage corrections. Will require professional engineering services and obtaining permanent <br />trailway easements from Scottland Green apartments. 2014 Budget: $200,000 (Spec. Projects Fund). This <br />project has been deferred to a 2015 construction schedule due to other unexpected expenditures from the <br />Special Projects Fund. An engineering consultant will prepare construction documents for a public bid <br />during winter 2014/2015. Soil borings were completed in September. <br />• Shelter Building Improvements: Involves replacing west side roof gable sheeting and interior improvements <br />to the floor, lighting, and other miscellaneous repairs and upgrades. 2014 Budget: $10,000 (PDF) + $3,500 <br />(General Fund). Residing of gable end on west side of shelter is complete. <br />• Replace Shelter Picnic Tables and Amenities: Remove original six bench tables and replace with an <br />equivalent number of square picnic tables of like kind installed at Lambert Park. Also replace trash <br />containers and install bike racks, benches, etc. at various locations. Public Works received 30+ free new
