PARKS AND RECREATION AND FORESTRY COMMISSION <br />6:30 P.M. | FEBRUARY 26, 2015 | MOUNDS VIEW CITY HALL <br />MEETING MINUTES <br /> <br />1. CALL TO ORDER at 6:33 pm <br /> <br />2. ROLL CALL: <br />Commissioners: Arel, Aukee, *Katovich, Kroeger, Kunz, *Long, Palm, Rundle, Roste <br /> Staff: Peterson | YMCA: Danielson *to be absent <br />3. APPROVAL OF AGENDA: Motion to approve agenda by Palm, 2nd by Kroeger. Motion <br />Passed 7-0 <br />4. APPROVAL OF MINUTES: Change agenda to “minutes”. Motion to accept minutes as <br />amended by Kunz, 2nd by Arel. Motion Passed 7-0 <br />A. January 22, 2015 <br />5. PUBLIC INPUT <br />Citizens may speak to issues not on tonight’s agenda. Before speaking, please give your full <br />name and address. Please limit your comments to three minutes. No residents present <br />6. STAFF REPORTS <br />A. YMCA: See attached report. Rally Day Friday 2/27. Program growth from previous years. <br />100% AOA members renewed membership. AOA field trip to Lyric Arts Theatre. Strong <br />start to 2015 events attributed to rate increase, more non-residents participating, gymnastic <br />meet. Park building rentals are up from last year. Field reservations are set. <br /> Garage Sale policy recommendation: Have a check for $750 held as a deposit at the <br /> MVCC. Limit to Class I groups to rent during the week. No charge if they are raising money <br /> for donation to community organization. Concerns about liability of items left overnight. <br /> PRFC doesn’t have to worry too much about this because it would fall under the same <br /> assumption of responsibility as anyone decorating the Event Center the night before a <br /> wedding-it would be the renting parties responsibility. Deposit would be cashed if the city <br /> has to remove any large items or major clean up. Otherwise the check would be returned <br /> or destroyed. City Staff will tweak the proposal and oversee internally. PRFC would like to <br /> see the final result. <br />B. Public Works: See attached report. Public Works staff removing trees and brush from <br />SilverView pond. Estimated costs for trailway reconstruction will be above the budgeted <br />costs. City Council wants to move forward with estimates and bring back to City Council. <br />Bel-Ray Senior Housing inviting City Council and Commissions to and Open House tour on <br />Monday, March 23rd at 5:00. RSVP to Don Peterson. <br />7. UNFINISHED BUSINESS <br />A. Review Groveland Park 2015 Improvements: Consider different surfaces for tennis courts. <br />ProBounce is $60K per court, Matéflex is $30K per court. Staff recommends Matéflex <br />surface because we can use existing base, it has a 10-year warranty with about a 20-year <br />life expectancy. How locked down is the material to prevent vandalism? Is it flammable? <br />Ask City Staff to invite a representative from Matéflex to come to our meeting to discuss <br />questions. <br />B. Review Park Guide Brochure: A draft is at the printing company. When it is printed, a draft <br />will be brought to the PRFC for editing and approval.
