PARKS AND RECREATION AND FORESTRY COMMISSION <br />6:30 P.M. | JULY 23, 2015 | MOUNDS VIEW CITY HALL <br />MEETING MINUTES <br /> <br />1. CALL TO ORDER at 6:32 PM <br /> <br />2. ROLL CALL: <br />Commissioners: Arel, Aukee, Katovich, Kroeger, Kunz, Long, Palm, Rundle, Roste <br /> Staff: Erickson, Peterson | YMCA: Danielson <br />3. APPROVAL OF AGENDA: Motion by Palm to approve, 2nd by Kroeger. Motion Passed 6-0 <br />4. APPROVAL OF MINUTES <br />A. June 25, 2015: Motion to approve by Rundle, 2nd by Kunz. Motion Passed 5-0, Kroeger <br />abstained. <br />5. PUBLIC INPUT <br />Citizens may speak to issues not on tonight’s agenda. Before speaking, please give your full <br />name and address. Please limit your comments to three minutes. No residents present <br />6. STAFF REPORTS <br />A. YMCA: See attached report. Event Center, Park Building and gym rentals are up from <br />previous years. Proposal to have set times for reserving park buildings. 8-11am, 12-5pm, 6- <br />10pm so that leaves time for clean up between reservations, and deter rentals between 4-8 <br />with dragging it out to 10 o’clock PM. The proposed times are frequently reserved already. <br />The 12-5 pm time slot would flex one way or the other (12-4 or 1-5). The 8-11 time slot <br />could flex the fee and charge per hour, or could be flexed to 8-12, 1-4 if there are multiple <br />bookings for the date. Discussed putting up signs in park buildings that show that groups <br />have the building reserved at certain times, so that visitors know there is another group <br />coming out, or residents who may want to grill but did not reserve the building, know they <br />have to leave for a reserved party. The Commission recommends trying the set time slots <br />and see how it works. Music-in-the-Park and Movies-in-the-Park are successful. One more <br />of each in August! <br />B. Public Works: See attached report. Re-chipping three parks. EAB- homeowners with trees <br />that have been identified with possible disease issues will receive a letter by the end of July <br />regarding what steps need to be followed. <br />7. UNFINISHED BUSINESS <br />A. Continue review of Groveland Park 2015 Improvements – tennis court surface – update, <br />review other projects for Groveland. Tennis court resurfacing will not be done this year due <br />to conflicts with street project. Playground will be painted next week, and new pieces put in <br />within the next couple of weeks. <br />B. Hillview Hockey Rink – continue discussion of layout, rink light repairs. 75’ x 175’ <br />Option #1: Fiberglass framing with posts-$73K, $14K installation, $46K LED lighting, and <br />ground work $7K: $142,013. <br />Option 2: Wood boards-$33K, $16K installation, $27K standard lighting, ground work $7K: <br />$84,824. <br />Have to move light poles either way. Can run rink North/South or East/West. Can mix and <br />match options.
