PARKS AND RECREATION AND FORESTRY COMMISSION <br />6:30 P.M. | OCTOBER 22, 2015 | MOUNDS VIEW CITY HALL <br />MEETING MINUTES <br /> <br />1. CALL TO ORDER at 6:35 pm. <br /> <br />2. ROLL CALL: <br />Commissioners: Arel, Aukee, Katovich, Kroeger, Kunz, Long, Palm, Rundle, Roste <br /> Staff: Erickson, Peterson | YMCA: Danielson <br />3. APPROVAL OF AGENDA: Motion to approve by Palm, 2nd by Arel. Motion passed 8-0. <br />4. APPROVAL OF MINUTES <br />A. August 27, 2015: Motion to approve by Kunz, 2nd by Long. Motion passed 8-0. <br />5. PUBLIC INPUT <br />Citizens may speak to issues not on tonight’s agenda. Before speaking, please give your full <br />name and address. Please limit your comments to three minutes. No residents present. <br />6. STAFF REPORTS <br />A. YMCA: See attached report. New sports focus will form leagues with neighboring YMCA <br />programs. Hiring a full time sports coordinator and offering summer sports camps. <br />Revenue, Event Center and Park Building rentals are up. Fall Festival October 31st at <br />MVCC for door trick-or-treating 10-noon. Lions’ Club Waffle Breakfast. 9:30-11:30. <br />B. Public Works: See attached report. <br />7. UNFINISHED BUSINESS <br />A. Groveland Park –continue review, 2015 Improvements – update: Concrete around building <br />will be postponed until 2016 along with the tennis courts due to road work delays. <br />B. Hillview Hockey Rink – continue discussion of layout, rink light repairs: Lighting will be <br />repaired this year! May work with a fencing company to install posts then have City Staff put <br />in the boards to extend the rink to the west. Staff will bring a price quote. This project will <br />not be completed this year, but could be done in 2016 with aglime surface. <br />C. City Hall Park - continue discussion on splash pad, playground, picnic area and other <br />shelters: Direct City Staff to investigate pros and cons from other communities that have <br />these amenities, as well as more cost estimates for maintenance, skate park, and obstacle <br />course options beyond what we have for a playground, picnic shelter, and splash pad. <br />Hopefully we can have a layout proposal and cost estimates by the Town Hall meeting. <br />8. NEW BUSINESS <br />A. Discuss meeting schedule for the remainder of the year - November 19, and December 17: <br />Meet in November and decide whether or not to meet in December. <br />B. Review Sidewalk and Trial Master Plan – 2016 Street Project area “I”: Commission <br />recommends a sidewalk on the north side of Hillview between Quincy and Jackson, <br />and a sidewalk along Jackson Drive between Hillview and County Road I. Need to <br />consider a recommendation from Street and Utility Committee as to whether or not to put it <br />on the east or west side of Jackson. Need to consider trees on west side of Jackson as <br />well.
