PARKS AND RECREATION AND FORESTRY COMMISSION <br />6:30 P.M. | SEPTEMBER 24, 2015 | MOUNDS VIEW CITY HALL <br />MEETING MINUTES <br /> <br />1. CALL TO ORDER at 6:35 PM <br /> <br />2. ROLL CALL: <br />Commissioners: Arel, Aukee, Katovich, Kroeger, Kunz, Long, Palm, Rundle, Roste <br /> Staff: Erickson, Peterson | YMCA: Danielson *to be absent <br />3. APPROVAL OF AGENDA: Motion by Palm to approve. 2nd by Kroeger. Motion Passed 8-0 <br />4. APPROVAL OF MINUTES <br /> August 27, 2015: Motion by Rundle to approve, 2nd by Long. Motion Passed 8-0 <br />5. PUBLIC INPUT <br />Citizens may speak to issues not on tonight’s agenda. Before speaking, please give your full <br />name and address. Please limit your comments to three minutes. No residents present. <br />6. STAFF REPORTS <br />A. YMCA: See report: Teen Leaders Club with Edgewood Middle School starting back up with <br />about 20 students Monday thru Thursday. Tai Chi Cha balance exercises for seniors is <br />popular. More exposure to MVCC opportunities through YMCA Twin Cities. Revenue is up <br />YTD. Rentals for Event Center, gym rentals and park buildings continue to increase. <br /> Ice rink update: Irondale has 17 rinks for 32 teams. They would use our outdoor rinks to <br /> supplement indoor practices. New Brighton charges $8 per hour and monthly payment. <br /> Proposal is to allow ice rink rentals to hockey associations. They could only reserve one <br /> rink on an evening (not both). This would reserve the hockey rink, not pleasure rink, and <br /> includes warming house accessibility. If weather prohibits play, there is no charge. A <br /> schedule would be provided to notify Public Works ahead of time for ice conditions. What <br /> about coaches who reserve the rink “just in case,” but then don’t use it because there is no <br /> charge if they don’t use it. May need a cancellation policy to require payment for the rink if <br /> they cancel at the last minute on a regular basis; same as field rental cancellations. <br /> Soccer field rentals currently paid for M-Th 2-8 pm; Fri 12-4 pm; Sat 8-1 pm. Nothing else <br /> is reserved and should be addressed if organized games are being played outside of these <br /> times. <br /> Discussion about MVCC and Public Works staff meeting with large groups to examine <br /> procedures if there is a park rental involving large groups to clarify expectations of park <br /> space usage. MVCC will require this meeting if the anticipated number of attendees is <br /> double capacity of the recommended park building. This would also clarify and coordinate <br /> use of additional tents, bounce-houses, driving on grass, etc. <br /> October 31st Fall Festival with Lions’ Waffle Breakfast and door trick-or-treating along the <br /> MVCC trailway. 10-12pm (waffles earlier). <br />B. Public Works: See report. General maintenance at Groveland Park with baseball field prep <br />for sod and playground equipment installation as well as prep for concrete around the <br />building. Improvements at MVCC is in the works. <br /> <br />
