PARKS AND RECREATION AND FORESTRY COMMISSION <br />6:30 P.M. | JULY 28, 2016 | MOUNDS VIEW CITY HALL <br />MEETING MINUTES <br /> <br /> <br />1. CALL TO ORDER at 6:33 PM <br /> <br />2. ROLL CALL: <br />Commissioners: Arel, Aukee, Katovich, Kroeger, Kunz, Long, Palm (6:35), Rundle, Roste <br /> Staff: Erickson, Peterson | YMCA: Danielson <br />3. APPROVAL OF AGENDA: Motion by Kroeger to approve agenda and strike 4B, 2nd by <br />Kunz. Motion Passed 5-0 <br />4. APPROVAL OF MINUTES <br />A. May 26, 2016: Motion to approve by Kroeger, 2nd by Kunz. Motion Passed 5-0 <br />B. June 23, 2016 Struck from agenda as this was a work session due to no quorum <br />5. PUBLIC INPUT <br />Citizens may speak to issues not on tonight’s agenda. Before speaking, please give your full <br />name and address. Please limit your comments to three minutes. Circle Pines resident, Clay <br />Arnett, avid disc golfer spoke about willingness to help with improvements to the disc golf <br />course at Silverview Park. This will be discussed later in the agenda. <br />6. STAFF REPORTS <br />A. YMCA: See attached report. Music-in-the Park August 18: Church of Cash band followed <br />by movie The Good Dinosaur. There will be a bike race around Lambert Park during <br />Festival of the Park in August. <br />B. Public Works: See attached report. Vandalism at Greenfield and Silverview buildings. <br />7. UNFINISHED BUSINESS <br />A. Groveland Park – 2015 Improvements – review estimates. Unable to connect with person <br />in charge of resurfacing the tennis court. Staff continues to try and contact. Short about $4K <br />to add carpet in building (combine with Random building carpeting). Motion by Palm, 2nd <br />by Kunz to bring carpet flooring for both Random and Groveland park buildings as <br />presented to the City Council for approval. Motion Passed 6-0. <br />B. Hillview Hockey Rink – continue discussion of layout, review estimates: $10K is budgeted <br />for improvements, but bids came in for a total of $14,859.96. BBC contribution was $6K in <br />2010. Cannot accomplish in 2016, will do in 2017. Motion by Rundle, 2nd Kunz to move <br />forward with the ice rink improvement at Hillview Park and bring forward to City <br />Council for budget approval in 2017. Motion Passed 5-1. <br />C. City Hall Park - continue discussion on splash pad, playground, picnic area and shelters, <br />rest rooms, changing areas – update from CHPTF committee. Task Force presented <br />information about new amenities evaluation regarding initial and recurring costs, timeline, <br />need, and usage predictions. Next steps include meeting with City Council for further <br />direction and evaluate maintenance or changes to existing park features. Wendy 7395 <br />Knollwood-Would like the Commission to consider separation of age groups when <br />positioning features to keep older kids from younger kids. Sherry Gunn 5459 Landmark <br />Circle-speaking as a City Council Member, we can scale back in the vision and amenities.
