PARKS AND RECREATION AND FORESTRY COMMISSION <br />6:30 P.M. | DECEMBER 15, 2016 | MOUNDS VIEW CITY HALL <br />MEETING MINUTES <br /> <br /> <br />1. CALL TO ORDER at 6:33 PM. <br /> <br />2. ROLL CALL: <br />Commissioners: Arel, Aukee, Katovich, Kroeger, Kunz, Long, Palm, Rundle, <br /> Staff: Erickson, Peterson | YMCA: Thomas <br />3. APPROVAL OF AGENDA: Change Item 4 date of November 11 to 17. Motion by Palm to <br />approve as amended, 2nd by Katovich. Motion Passed 7-0 <br />4. APPROVAL OF MINUTES <br />A. November 11 17, 2016: Motion by to approve by Kroeger, 2nd by Long, Motion Passed 7-0 <br />5. PUBLIC INPUT <br />Citizens may speak to issues not on tonight’s agenda. Before speaking, please give your full <br />name and address. Please limit your comments to three minutes. No residents present. <br />6. STAFF REPORTS <br />A. YMCA: Andy Thomas new director. See attached report. Largest Youth in Government in <br />the state! Starting high school leagues for students that may get cut by high school teams. <br />Rinks being staffed starting next week at Lambert and Hillview. Direct Staff to double check <br />times of warming house staffing including during Winter Break. <br />B. Public Works: See attached report. <br />7. UNFINISHED BUSINESS <br />A. City Hall Park - continue discussion on splash pad, playground, picnic area and shelters. <br />Waiting on cost estimates from Staff. Need cost estimates for each option of what to do <br />with wastewater: recycle back into the system, save for irrigation, or run down the drain. <br />Need to consider impact of Public Works Facility construction, and moving soccer fields <br />from Oakwood to City Hall fields due to construction by RCWD and MN State at Oakwood <br />and Greenfield. Goal is to create an itemized list of costs to present options to the <br />City Council in March. <br />B. Discuss Disc Golf Course Modifications at Silver View Park – (verbal report/update by <br />Staff). Kelly Uhrich, from the University of Minnesota, gave an update of what she has <br />found in her research of the park. Ready to look at a layout to propose next month! Need to <br />consider drainage options that Ramsey County wants to do. Need to look at how high-value <br />trees may be impacted and how to protect them. Direct Staff and Kelly to put a couple of <br />options together to include 9 holes of various lengths (par 3-5) with fairway widths of <br />8-10 feet, and determine whether or not to use east side of playground for 1-2 holes. <br />C. Review Park and Trail System Map: Need to add a few updates and finalize at January <br />meeting. <br />D. Resurface of tennis courts, basketball courts: Back to square one. Staff has a consultant <br />willing to come out to look at the condition of our courts and bring assessments and <br />recommendations to the Commission at a cost of $3500.
