PARKS AND RECREATION AND FORESTRY COMMISSION <br />6:30 P.M. | MARCH 23, 2017 | MOUNDS VIEW CITY HALL <br />MEETING MINUTES <br /> <br /> <br />1. CALL TO ORDER at 6:31 PM. <br /> <br />2. ROLL CALL: <br />Commissioners: Arel, Aukee, Katovich, Kroeger, Kunz, Palm, Rundle, <br /> Staff: Erickson, Peterson | YMCA: Thomas <br />3. APPROVAL OF AGENDA: Motion to approve by Palm, 2nd by Kroeger. Motion Passed 7-0. <br />4. APPROVAL OF MINUTES: Motion to approve by Kunz, 2nd by Rundle. Motion Passed 7-0. <br />A. February 23, 2017 <br />5. PUBLIC INPUT <br />Citizens may speak to issues not on tonight’s agenda. Before speaking, please give your full <br />name and address. Please limit your comments to three minutes. No residents present. <br />6. STAFF REPORTS <br />A. YMCA: See attached report. MVCC closed this week due to deep cleaning of the facility. <br />Park Clean-up Day April 22nd at Silverview Park. Time TBD. Music-in-the-Park dates: June <br />22, July 20, August 17. Two bands booked. Looking for a third band. Working on Movie-in- <br />the-Park event the same night as Music-in-the-Park. <br />Tanna Hoffman was presented the Coach of the Year Award at the Town Hall Meeting. <br />B. Public Works: See attached report. <br />7. UNFINISHED BUSINESS <br />A. City Hall Park - continue discussion on splash pad, playground, picnic area and shelter . <br />Council Member Gary Meehlhause: Feels that a portion of the playground replacement <br />should come out of the Park Dedication Fund-whatever we may spend to replace the <br />current playground in the next few years. The Commission has concerns about taking <br />money out of Park Dedication Fund since this was an upfront understanding that this <br />project would be financed through Special Project Fund and throughout our conversations <br />with the City Council. Direct Staff to get a rough estimate of cost to replace the <br />existing playground at City Hall in that space. That may be what the Commission would <br />agree to spend out of PDF to contribute to the project if the City Council were to expect <br />some monies out of PDF. <br />8. NEW BUSINESS <br />A. Master trail plan – discuss future trails-Need to have the Parks and Trails System Map <br />(March 2013) updated to match the Trailways System Master Proposal (Jan 2017). <br />B. Review Park Improvement Plan Budget: Have $440,927 in PDF as of 1/26/2017. <br />C. Arbor Day / Earth Day Celebration Plans: Planting about 8 pine trees at Silverview Park on <br />April 28th.
