PARKS AND RECREATION AND FORESTRY COMMISSION <br />6:30 P.M. | AUGUST 24, 2017 | MOUNDS VIEW CITY HALL <br />MEETING MINUTES <br /> <br />1. CALL TO ORDER at 6:31 PM <br />2. ROLL CALL: <br />Commissioners: Arel, Aukee, Katovich, Kroeger, Kunz, Palm, Rundle, <br /> Staff: Peterson | YMCA: Thomas <br />3. APPROVAL OF AGENDA: Motion to approve by Palm, 2nd by Rundle. Motion passes 6-0 <br />4. APPROVAL OF MINUTES <br />A. July 27, 2017: Motion to approve by Kunz, 2nd by Kroeger. Motion Passed 5-0. 1 abstain due to absence. <br />5. PUBLIC INPUT <br />Citizens may speak to issues not on tonight’s agenda. Before speaking, please give your full name and <br />address. Please limit your comments to three minutes. No Residents present. <br />6. STAFF REPORTS <br />A. YMCA: See attached report. Youth flag football and soccer have begun the fall league. Beginning <br />intermural sports program Tues and Thurs coordinated with IHS and MVCC this fall. Teen Programs <br />expecting 125-150 students to participate! Moving to Fall building hours soon. Program revenue is up! <br />Great 5K at Festival in the Park raising about $1000 for scholarship fund! <br />B. Public Works: See attached report. Disc Golf Course will open Sept. 1. Disc throwing ceremony <br />Thursday, August 31st at 5:00 at Silverview Park! Contractor is working on Silverview Park basketball <br />court. Public Works building project going well. Removing Hillview Park hockey rink boards so the rink <br />can be ready for this winter! <br />C. Forestry: Letters going out to notify residents of tree removal necessities. Trees have been marked. <br />7. UNFINISHED BUSINESS <br />A. City Hall playground / splash pad – verbal update: To replace existing playground it would cost about <br />$64K. Commissioners requested this information in case City Council wanted to take replacement costs <br />of playground from Park Dedication Fund to put toward new playground/splash pad project. City Staff is <br />working on writing some grants to help with the cost of this project. <br />B. Forestry – City Park s: Review DRAFT of Forestry Information and FAQ document. Need to decide how <br />to proceed. Inventory of parkland, city property, right-of-way, wooded areas? <br />8. NEW BUSINESS: <br />A. 2018 Field Rental Rates – YMCA proposal: Proposed to change classifications, time blocks, and fees for <br />field rental. Do we change classification for all areas, or just field rentals? Need recommendations for <br />City Council at September meeting. <br />B. Woodcrest Park – water table changes: City Staff asked an engineering firm to gather information on <br />elevation and piping. Look for a report in September. <br />9. COMMISSIONER REPORTS: None <br />10. REQUESTS FOR FUTURE AGENDA ITEMS / OTHER BUSINESS <br />11. ADJOURNMENT: Motion to adjourn at 7:33 PM by Aukee, 2nd by Kroeger.
