ROLL CALL: <br />Commissioners: Arel, Aukee, Katovich, Kroeger, Kunz, Palm, Rundle, <br /> Staff: Peterson | YMCA: Thomas <br />3. APPROVAL OF AGENDA: Motion to approve by Palm, 2nd by Rundle. Motion Passed. 5-0 <br />4. APPROVAL OF MINUTES: Motion to approve by Kroeger, 2nd by Rundle. Motion Passed 5-0 <br />A. September 28, 2017 <br /> <br />5. PUBLIC INPUT <br />Citizens may speak to issues not on tonight’s agenda. Before speaking, please give your full name and <br />address. Please limit your comments to three minutes. No residents present. <br /> <br />6. STAFF REPORTS <br /> <br />A. YMCA: See attached report. Youth in Government is the largest delegation in the State with 135 students! <br />Advanced YMCA basketball training at MVCC has good participation! Fall Festival Oct. 28th 10-12noon at <br />MVCC with waffle breakfast provided by the Lions Club. <br />B. Public Works: See attached report. Can we remove some of the old items on the report? <br />C. Forestry: Letters going out to residents regarding trees that needs to be removed. <br />7. UNFINISHED BUSINESS <br />A. Forestry – City Parks: Kroeger wrote a draft proposal for “Instructions for Managing Trees/ Brush on City <br />Property” to be in the Public Works Operation and Maintenance Standard Operating Guidelines. Revise the <br />proposal of replacing high value trees that are removed on a minimum of a 2:1 ratio “within the same <br />general areas” to state “on City property” so trees could be planted in other parks. Need a protocol to <br />determine “hazardous” trees for a variety of reasons (fungus, rot, etc), and a timeline for inspection of trees <br />annually? Biennially? Kotovich will look up hazardous tree identification guidelines. <br />B. Woodcrest Park – water table changes (verbal update): Waiting on additional information. Staff has <br />addressed storm sewer outfall and inlet maintenance. <br />8. NEW BUSINESS: <br />A. Appoint two Park, Recreation and Forestry Commission members to the Comprehensive Plan <br />Task Force Committee: Gary Rundle and John Kroeger are willing. Confirm at November meeting. <br />9. COMMISSIONER REPORTS: <br />A. Our forestry duties need to be more defined in the City Code, Chapter 405.07 Subd.12. <br />B. Need to try to honor Dave Long at a City Council meeting in December or January. Arel will contact him to <br />see if he can attend January 8, 2018. <br />C. Still trying to set up a meeting with an expert on EAB to come to a Commission meeting. <br />10. REQUESTS FOR FUTURE AGENDA ITEMS / OTHER BUSINESS <br />ADJOURNMENT: Motion to adjourn at 7:30 by Palm, 2nd by Kroeger.
