APPROVAL OF AGENDA: Motion to approve by Palm to approve, 2nd by Kunz. Motion <br />Passed 6-0 <br />4. APPROVAL OF MINUTES: <br />A. January 24, 2019: Need to correct a couple of typos. Motion to approve as amended by <br />Palm, 2nd by Aukee. Passed 6-0 <br />5. PUBLIC INPUT <br />Citizens may speak to issues not on tonight’s agenda. Before speaking, please give your full <br />name and address. Please limit your comments to three minutes. No residents present. <br />6. STAFF REPORTS <br />A. YMCA: See attached report. Y Day at the Capital! Model UN March 28-30. Summer <br />registration opens April 2nd. Daily admissions up 15%. Summer programs getting started <br />with registrations. Need nominations for Coach-of-the-Year ASAP! Ice rinks are still open <br />through this coming weekend due to cold weather! <br />B. Public Works-See attached report. Splash pad goal open date is Memorial Day weekend! <br />7. UNFINISHED BUSINESS <br />A. Trails and Sidewalks – Continue review of plan. Updates have been entered. <br />B. Spring Lake – Discussion on re-opening beach for swimming. Barbara Goodboe-Bisschoff, <br />Spring Lake Park City Council Member, attended the January meeting and wanted <br />Commission support to reopen Spring Lake Beach with raking, etc. There is confusion <br />about cost to rake and personnel to rake the lake. Do we clear a beach area and a wading <br />area in the lake with raking and chemically treat it for a wading beach? SLP Park and Rec <br />Commission is not in support of a swimming beach, but may consider raking it for wading. <br />According to the joint agreement, SLP is in charge of the maintenance and MV is in charge <br />of the building rentals and any staffing (lifeguards in the past). <br /> It is not spring-fed and you cannot pump water into this lake. It is dependent upon storm <br /> water run-off. Even treating it could result in swimmers’ itch. We have the splash pad <br /> coming to MV City Hall. <br /> Do we ask City Council if they are interested in this proposal? If we are putting in a splash <br /> pad, why would we invest money into a lake that would require chemicals and raking? <br /> What is the risk of trying to pull something together if the lake is dependent on the <br /> weather? How would it be monitored to see that the raking is happening on a consistent <br /> basis? Does the City have any liability if it is opened as a wading area? Should we <br /> reinstate the Spring Lake Joint Task Force to discuss the future of the park and lake? <br /> Motion by Palm, 2nd by Kunz not to recommend opening Spring Lake for swimming. <br /> Motion Passed 6-0 <br /> <br />C. Greenfield Park – Ball Diamond Infield, request for improvements (e-mail). Request for <br />dugouts and plumbed bathrooms. Need to address some field drainage issues. There is not
