<br />PARKS AND RECREATION AND FORESTRY COMMISSION <br />7:00 P.M. | MAY 23 , 2019 | MOUNDS VIEW CITY HALL <br /> <br />MEETING MINUTES <br /> <br />1. CALL TO ORDER at 7:07 PM <br />2. ROLL CALL: Commissioners: Arel, Aukee, Curry, Kroeger, Kunz, Palm, Rundle <br /> Staff: Peterson | YMCA: Thomas <br /> <br />3. APPROVAL OF AGENDA: Motion to approve by Palm, 2nd by Kroeger. Motion passed 5-0 <br />APPROVAL OF MINUTES April 28, 2019- Motion by Kroeger to approve, 2nd by Palm. <br />Motion passed 5-0 <br /> <br />4. PUBLIC INPUT <br />Citizens may speak to issues not on tonight’s agenda. Before speaking, please give your full name <br />and address. Please limit your comments to three minutes. No residents present. <br /> <br />5. SPECIAL BUSINESS <br />A. Presentation from Ramsey County Parks & Recreation Department – Benjamin Karp,& Mark <br />McCabe: See attached report. Motion by Palm to endorse with enthusiasm the Rice Creek <br />North Regional Trail Master Plan as proposed by Ben Karp, 2nd by Rundle. Motion passed 5-0. <br /> <br />6. STAFF REPORTS <br />A. YMCA: See attached report. Free memberships for high school students for the summer at <br />MVCC. Includes free lunch for members. Festival in the Park Aug 17. 5K Run at 8:30 am at <br />Silverview Park. Questions are coming in to reserve the Groveland tennis courts. Direct Staff <br />to gather more information and ask neighboring communities before PRF moves <br />forward on this. Do we have transportation options to support our senior residents to come to <br />MVCC? This is something that can be considered as the senior program moves forward, but <br />there are some programs where MVCC brings programming to residents in some senior <br />housing complexes. Music and Movies in the Park. Not this summer. <br /> <br />B. Public Works: See attached report. Splash pad and playground at City Hall park hoping to open <br />by July 1. <br /> <br />7. UNFINISHED BUSINESS <br />A. Review Park Tours: <br /> Woodcrest: Used mostly by families with younger children who like the isolation of the park to <br />feel away from the city. At this time we will not make any playground improvements, and <br />continue to monitor the condition of the equipment. Repair the border around the playground. <br />Manage some trees at the edge. Manage the mosquitos. Manage the trail from the playground <br />to Silver Lake Road. Keep it as safe as possible for as long as possible. <br /> <br /> Random: Replace tables in the building. Consider refurbishing the playground to give it an <br />updated look (painting, small surface replacement, etc). Possibly move merry-go-round and <br />climbing wall from City Hall to Random and add a bump-out space on the north end toward the <br />road to make room for that and an updated swing set. Fill with wood chips and take out the <br />sand. Do we wait until the park update in about 2022 or look at it sooner? <br /> <br /> Greenfield: Playground and tennis/BB courts look great! Consider moving bleachers to the <br />west. This would require removing a maple tree. Possibly take out grass on first and third base <br />lines and replace with aglime. Pete S. has been taking pictures of baseball fields to provide us <br />with a visual and trending ball fields. Can we grade the outfield and fill it to make it a smoother <br />space. How can we improve drainage around home plate and the pitching mound? Direct Staff <br />to get some elevations and cost estimates. <br />
