MINUTES OF THE PROCEEDINGS OF THE <br />PARKS AND RECREATION COMMISSION <br />CITY OF MOUNDS VIEW <br />COUNTY OF RAMSEY <br />STATE OF MINNESOTA <br />December 1, 1988 <br />6:30 p.m. <br />Mounds View City Hall <br />Council Chambers <br />CALL TO ORDER The meeting was called to order at 6:27 p.m. by <br />Chairperson Wayne Burmeister. <br />ROLL CALL Commissioners present: Burmeister, Long, Rowley, <br />Silvis, Starr, Stevenson. <br />Staff present: Director Saarion, Adm. Asst. Linke. <br />APPROVAL OF MINUTES A motion was made by Commissioner Silvis, seconded by <br />Commissioner Long to approve the November minutes as <br />written. Motion passed: 6 ayes, 0 nayes. <br />AGENDA ADDITION Director Saarion asked for Commission direction <br />regarding the construction of a picnic shelter at <br />Silver View Park by the Mounds View Lion's Club. <br />Following discussion, a motion was made by <br />Commissioner Silvis and seconded by Commissioner <br />Starr to forward to the City Council for approval <br />the plans for the picnic shelter at Silver View Park <br />as submitted by staff with the location as per the <br />master plan. Motion passed: 6 ayes, 0 nayes. <br />CHAIRPERSON'S REPORT Chairperson Burmeister reported that the gate at <br />Woodcrest Park at been swung out into the middle of <br />the street. Director Saarion stated that there is a <br />lock and chain for the gate and she would remind the <br />public works crew to lock it. <br />COUNCILMEMBERS REPORT None <br />REVIEW RESOLUTION OF <br />HANDICAPPED ACCESS- <br />ABILITY/USABILITY <br />IN THE PARKS Director Saarion reviewed the resolution regarding <br />handicapped accessibility and usabilty of park <br />facilities. Suggested ways of improving facilities <br />for handicapped use are: <br />1. Swings for wheelchairs. <br />2. Elevated sandboxes. <br />3. Boardwalks. <br />4. Handicapped toilets. <br />5. Larger openings to tennis courts. <br />6. Ag -lime trails (rather than woodchips). <br />7. Drinking fountains. <br />
