Long -Term Financial Plan <br />Page Eighteen <br />E. Parks, Recreation and Forestry - The major goal of <br />the Parks, Recreation and Forestry Department is to <br />develop a comprehensive and balanced system of parks, <br />open space, trails and leisure oriented programs for <br />all residents of Mounds View in an economic a manner <br />as possible. The four elements necessary to <br />accomplish this goal and the objective of each <br />element are as follows: <br />1. Recreation Programs <br />The overriding recreation objective is continuing <br />enrichment and growth through leisure education <br />and recreational opportunities for all City <br />residents. <br />2. Forestry Program <br />The primary objective of the Forestry Program is <br />to preserve and supplement the existing floral <br />canopy in Mounds View and provide additional <br />support services relative to plants, shrubbery <br />and shade trees for the enjoyment and education <br />of all City residents. <br />3. Parks and Recreation Facilities <br />Implement the five year parks capital improvement <br />plan as developed by the Parks and Recreation <br />Commission in accordance with accepted standards <br />and keeping in mind the needs and best interests <br />of the City and continue to review and revise the <br />parks capital improvement plan as necessary. <br />4. Park Maintenance <br />Provide a continuous and systematic program of <br />repair, replacement and maintenance of all park <br />and recreation facilities and equipment with the <br />adoption of a parks maintenance guide for <br />standards. <br />The overall plan of the Department for the next five <br />years is to provide steady, regulated and controlled <br />maintenance of existing facilities and recreational <br />offerings. The assumptions for such a goal are <br />listed: <br />1. The parks continually require upkeep and revision <br />as old equipment and facilities require replace- <br />ment. The park improvement and replacement plan <br />is reviewed yearly by the Parks and Recreation <br />Commission. <br />
