Ms. Susan Hankner <br />Mayor <br />City of Mound View <br />2401 Highway 10 <br />Mounds View, MN 55112 <br />Dear Sue: <br />August 11, 1989 <br />I would like to take this opportunity to summarize some of the events that have led to our <br />frustration with the Silver View Park path extension. <br />1. In November 1985, I purchased my home at 7405 Park View Drive. At that time, the <br />builder briefly discussed the future plans of Silver View Park including a bridge at the <br />narrows. <br />2. In <br />the spring of <br />1988, I met with other residents, then mayor <br />Jerry Linke, <br />and <br />Mary <br />Saarion <br />at the path <br />site where we expressed our concerns and <br />objections to <br />the <br />path <br />extension. One of our specific objections had been its proximity to <br />our lot line. <br />We <br />were <br />told at <br />that time that before anything was decided, a plan would <br />be done showing the <br />exact location of the <br />path. The residents would have an opportunity to review <br />the <br />plan <br />before <br />any decision <br />was reached. <br />3. A meeting was later held with the forrester where planting options were discussed. I <br />was unable to attend this meeting, but I have been informed that a plan for the path was <br />not available for the residents to review. <br />4. In June 1989, I <br />attended <br />a Park <br />& Recreation meeting <br />where I was told by the <br />commission that the <br />copy of <br />the Silver View Park master <br />plan blueprint that I had <br />recently seen, which <br />included a <br />bridge <br />at the narrows and no <br />path extension, had never <br />been approved. We <br />were told <br />that the <br />only master plan for <br />Silver View Park was the <br />brief reference in the <br />1981 Master Plan <br />book. <br />Note: The blueprint I had seen was one that had been given to Carol and Steve Golden by <br />the Mounds View Park Commissioner. The Goldens had requested confirmation prior to <br />purchasing their home in 1983 that no path would be constructed behind the private <br />homes. This blueprint was provided to them at that time. <br />5. My husband, therefore, went to city hall and requested a copy of the master plan done <br />in 1981 so that we would be aware of the plans that had been approved. <br />6. However, after extensive research, we have found Park & Recreation Commision and <br />City Council meeting minutes which document the approval of the Silver View Park <br />Master Plan. <br />Park & Recreation Commission 4-23-81 <br />City Council 4-27-81 <br />The dates of these meetings correspond with the dates on the Goldens' blueprint. <br />
