MEMO TO: MAYOR AND COUNCIL <br />FROM: MARY SAARION, DIRECTOR <br />PARKS, RECREATION AND FORESTRY <br />DATE: SEPTEMBER 12, 1989 <br />SUBJECT: SILVER VIEW PARK PLANTINGS <br />On Thursday, August 24, the Parks and Recreation Commission met. Also present <br />were Mayor Hankner, Councilmembers Quick and Wuori, and visitors Rademacher, <br />Jones and Golden. As you may recall, one of the agenda topics was Silver View Park <br />pathway. After discussion, Mayor Hankner proposed that the pathway be postponed <br />until after a master plan for Silver View Park has been developed. <br />Discussion continued regarding the problem of designating the area abutting <br />residential properties at the area of the proposed pathway. Several suggestions were <br />discussed. Finally, with input from those visitors present; Mr. Rademacher, Mrs. Jones <br />and Mrs. Golden; the decision was made to recommend to the City Council the <br />installation of bushes at the property corners designating public versus private <br />property. This option was chosen by the residents to be the least obtrusive way of <br />delineating parkland for users. <br />It was decided that Forester Wriskey be given the authority to choose the species, <br />spacing and placement of the bushes. Furthermore, this project was to be completed <br />as soon as possible depending upon the availability of stock. Likewise, a letter was to <br />be sent to those eight residents informing them of the plant installation. (See <br />attached). <br />This recommendation was forwarded to the City Council. On Monday, August 28, the <br />City Council directed staff to have Forester Wriskey put plantings in, in accordance <br />with the August 25, 1989 memo from Park and Recreation Director Saarion. (See <br />attached) . <br />After City Council approval on Tuesday evening, September 5, the letter, which was <br />approved and reviewed by the City Council, was mailed on Wednesday morning, <br />September 6 by certified mail. <br />Stock was purchased for both the Hillview Park building landscaping project and the <br />Silver View Park planting project. Staff planted the Hillview Park project on Monday, <br />September 11 and upon completion in the later afternoon, continued to the Silver <br />View Park planting project in an effort to get the plants in the ground rather than <br />leaving them on the truck risking potential stress damage to the plants. <br />The installation of the 3 foot Amur maple takes staff. approximately 30 seconds to dig <br />the hole and one minute to plant the bush and cover the base. The time commitment <br />is minimal. To relocate or reposition the plant takes minimal time. <br />
