-5 - <br />NEW BUSINESS Program Cost Accounting - Director Saarion that this <br />new way of accounting takes into consideration not <br />only the direct costs of programs such as instructors <br />and materials, but also includes administrative staff <br />time, facilities use and maintenance. <br />Holiday Meeting Date - It was decided that the <br />November and December meeting will be combined <br />and will be held on December 7. <br />Pine Trees at Hillview Park - Director Saarion stated <br />that four large pine trees had been placed at <br />Hillview Park; three along Long Lake Road and one <br />next to the park building. <br />Scotland Green Easements - The requests from the <br />Commission for development of an easement <br />agreement along the Scotland Green Apartments <br />property by Silver View Park pond was approved by <br />the City Council. <br />Ice Skatin&Rinks - Ice skating rink possibilities were <br />brought before the City Council for their <br />consideration. An extension of the Hillview Park <br />rink was suggested. In addition, prices for the <br />padding of one of the light posts will be presented to <br />council. <br />Commissioner Stevenson asked staff to research the <br />possibility of using the rink houses as youth centers <br />offering either drop in or structured activities. <br />After further discussion of the youth center <br />possibilities, a motion was made by Commissioner <br />Silvis, seconded by Commissioner Long to direct staff <br />to explore the possibility of using rink houses as <br />youth centers offering unorganized indoor activities <br />during the winter time. Motion passed unanimously: <br />5 ayes, 0 nayes. <br />
