twelve (12) months from the date of issuance unless such time limit is <br />extended by the City—Council. The permittee shall notify the City at least <br />forty-eight (48) hours prior to the commencement of work. Should the work <br />not be commenced as specified herein, the permit shall become void. <br />Subdivision 6. Issuing Authority <br />A. The Issuing Authority for Wetland Alteration Permits shall be as <br />set Porch here after: <br />1. Administrative Issuing Authority: The City Engineer/Director <br />of Public Works, or his designee (Building Inspector or City <br />Planner) have the authority to issue wetland alteration <br />permits which meet the standards in this chapter if: <br />a. An emergency situation exists_ which requires_ an <br />alteration within a wetland zoning district for the <br />purpose of preserving life or proper <br />b. The proposed alteration is limited to the wetland buffer <br />area, and does not adversely impact the adjacent wetland, <br />and requires a permit for: <br />1. installation and maintenance of fences; <br />2. landscaping not including impervious surfaces; <br />3. construction, repair or maintenance of detached <br />garages and accessorZ buildings; <br />4. construction repair or maintenance of public and <br />private utility _facilities; <br />S. grading which does not adversely alter storm water <br />storage capacity, storm water flow direction or <br />runoff race; <br />6. repair and maintenance of existing structures; <br />7. placement of structures not requiring <br />permanent foundations or pads for support; <br />Z Council issuing Authority: The City Council may issue wetland <br />alteration permits which meet the standards in this Chapter <br />and: <br />a. are be and the scope of the administrativeissuin <br />authority specified above; <br />2362161/WZO/PLS 14 <br />
