MEMO TO: MAYOR AND COUNCIL <br />FROM: MARY SAARION <br />DATE: APRIL 16, 1990 <br />SUBJECT: CONCERNS OF ROBERT HALSETH REGARDING LAKESIDE PARK NAME <br />Last Friday evening, April 13,1990 I received a call from Bob <br />Halseth. Bob is one of the original members of Playground Inc., <br />which is the group of Mounds View and Spring Lake Park residents <br />who donated land and worked to -establish a park on Spring Lake. <br />For many years this group of citizens operated the beach on a <br />volunteer basis. After several years the group asked the cities <br />to operate the beach. It was with that desire that the joint <br />powers agreement for Lakeside Beach was established between the <br />cities of Mounds View and Spring Lake Park. From that time on the <br />two cities continued to budget funds for the operation of Lakeside <br />Park. <br />Bob Halseth was concerned that the Spring Lake Park Lions Club <br />was intending to take over the operations of Lakeside Park. His <br />concern is that the term "adopt" the park meant that the Club would <br />be taking over operations. I assured Bob that it was my <br />understanding that the Spring Lake Lions Club meant "adopt" the <br />park to mean that they intended to provide capital improvement <br />funds on an on-going ,basis. The Lions Club has not indicated a <br />desire to take on the responsibilities of operations of the park. <br />At the conclusion of our telephone conversation I paraphrased our <br />discussion. It was agreed that Bob is not against the Spring Lake <br />Park Lions Club providing funding for capital improvements for the <br />park. However, Bob is concerned that people will construe the name <br />change of Lions Lakeside Park to mean that the Spring Lake Park <br />Lions Club then operated the park.This would be in conflict to the <br />joint powers agreement signed by both cities. <br />Because Mr. Halseth is unable to attend the agenda meeting this <br />evening I assured him that I would convey his concerns to the <br />council. <br />cc.
