The Task Force was concerned with the management
of the pond to ensure water quality. Director
Saarion reviewed the resolution requested from the
Task Force regarding pond management, following
the recommendations of Environmental Specialists.
The only change was that Environmental Specialists
suggested an ordinance regarding control of
phosphorus fertilizers, and the Task Force
recommended voluntary compliance. Councilmember
Quick asked if these fertilizers were readily available.
Director Saarion responded that they could be mixed
at a specialized store such as a nursery or co-op.
In regards to the section of Resolution 3016 which
stated, "prevent nesting", Councilmember Quick
requested staff to check with the Federal government
or State Department of Natural Resources regarding
restrictions on preventing nesting of Canada geese.
Staff suggested that the term "prevent nesting" be
changed to "discourage nesting". Councilmember
Quick requested that even though the term may be
changed, he would also like staff to check the
legality of controlling nesting in any form.
Director Saarion reviewed the cost analysis sheets for
Silver View Park, noting that the Passive/Nature
areas included the cost of the culvert and pond
maintenance. The Active areas included much more
costly items for completion. Commissioner Starr
suggested that the development could be spread out
over more years decreasing the large expenditures
for each year.
Director Saarion explained that at the next meeting,
the Task Force will have to discuss issues such as
plan flexibility in case the money is not available or
if donations are given for specific items that are not
scheduled for development within that year.
Commissioner Stevenson asked what the possibility
of a bond referendum would be for just one park.
Councilmember Quick stated that it is a possibility,
however, the Fire Chief has requested a referendum
for a new fire station which would also be a
consideration.
After completion of the recommendation, the Task
Force will meet with the City Council.
Councilmember Quick suggested that the
Commissioners be invited to that meeting also.
