V1II PLACEMENT OF AMENITIES <br />This plan is general in nature to allow for flexibility in an ever-changing world. <br />Specific direction such as placement of park amenities is not given but instead <br />suggests that the Parks and Recreation Commission and City Council will determine <br />such placement. <br />IX PROCEDURE FOR AMENDMENT <br />Procedures for the amendment of the Silver View Park Improvement Plan is as <br />follows: <br />1. The Park and Recreation Commission must review any amendment to the plan. <br />2. The Council upon recommendation from the Parks and Recreation Commission <br />will review the amendment. <br />3. A public hearing must be held. <br />4. Final approval by simple majority of the Council must be given by resolution. <br />The criteria of any amendment is that it follows the concept plan described in this <br />plan. <br />X. AMPHITHEATER <br />It is recommended that the amphitheater should be eliminated. The area should be <br />re -sloped for a gentler grade so that it can be used for a variety of purposes including <br />an outdoor, grassy entertainment area, performance space, or general multi-purpose <br />greenspace. <br />XI. PARK MA=NANCE PROPOSAL <br />Guidelines for the maintenance of Silver View Park is included in the general <br />Standards of Park Maintenance accepted by the City. Park maintenance duties <br />included in the standards include pathway upkeep, litter pick-up, trash removal, <br />sweeping the basketball court, raking the sand volleyball court, inspection, cleaning <br />and repair of equipment and facilities as necessary, mowing grass, tending bushes and <br />trees, maintaining the sprinkling system, and other duties as described for general <br />park maintenance. Park improvement projects will be implemented by contracting <br />services. <br />It has been determined that a reasonable buffer area should be left unmowed around <br />the pond while mowing as close to the pond as practical and mowing up to any <br />wooded areas. Also, mowed areas in the wooded pathway areas should be mowed as <br />wide as practical. <br />13 <br />
