I. INTRODUCTION <br />In response to neighborhood and city concerns regarding the <br />management of Silver View Pond (Mounds View Wetland 893), <br />the City of Mounds View commissioned the preparation of this <br />study and management plan. In order to develop the <br />appropriate scope for the management plan, a broad proposal <br />for a study of a number of potential management objectives <br />was prepared and presented to the Mounds View Parks and <br />Recreation Commission and interested citizens. Four <br />objectives were considered; 1) improved water quality, 2) <br />wildlife habitat enhancement, 3) creation of a viable <br />fishery, and 4) improved aesthetics. Based on the input <br />received at this meeting, the Mounds View Park and <br />Recreation Commission recommended and the City Council <br />commissioned the development of a management plan which <br />focused.on water quality and wildlife habitat value. <br />II. PHYSICAL CHARACTERISTICS OF BASIN <br />Silver View Pond is located approximately 1/4 mile south of <br />Trunk Highway 10, between Long Lake Road and Siler Lake <br />Road (Figure 1). The pond is 11.39 acres in size (excluding <br />contiguous wetland) and has an average depth of about 4.0 <br />feet; the distribution of depths within the basin is shown <br />�:- in Figure 2. The normal surface elevation of the pond is <br />893.0 and is controlled by an outlet structure on the east <br />end adjacent to Long Lake Road. Water discharging from the <br />pond outlet flows about 1 mile to Rice Creek. <br />The pond was created by excavation in 1982 to provide <br />stormwater storage for developments proposed within its <br />drainage area. The pond was designed to have three distinct <br />arms or basins with narrow connections between each to <br />retard the movement of sediment and nutrients toward the <br />outlet. approximately 9.34 acres (82 percent) of the pond <br />was originally wetland. The pond's dominant bottom <br />substrate is sand with a thin layer of peat or muck. <br />Several small areas of the pond are underlaid by deep peat <br />or muck deposits which appear to be remnants of the original <br />wetland soils. <br />III. DRAINAGE AREA CHARACTERISTICS <br />At the time that Silver View Pond was designed in 1982, its <br />drainage area was estimated at 203 acres and included about <br />57 acres north of County Road I (from Revised Hydraulic <br />Calculations, Oak Lake Park Ponding Area, Mounds View <br />Minnesota; Sunde Engineering, Inc., March 31, 1982). Since <br />that time the drainage area for the pond has been redefined <br />to total about 145.7 acres (from _Mounds View t_ Minnesota <br />Storm Water Drainage Analysis; Comstock and Davis, Inc., <br />January 4, 1985).
