5. Please identify all necessary one-time only start-up costs for the proposed shared services. <br />Provide a detailed description of all start-up costs. Indicate which start-up costs are to be <br />funded by the grant from the Board of Government Innovation and Cooperation and which <br />start-up costs are to be funded from other sources of revenue. Identify all other sources of <br />revenue that will he used to fund a portion of the start-up casts. <br />The one-time only start-up costs are the costs identified for the construction of the Regional <br />Senior Center facility. The 26,500 square foot facility will include a large multi-purpose <br />mom which will accommodate approximately 350 for congregate dining, dances, and other <br />large social events. The multi-purpose moth is served by a large catering kitchen. This level <br />will also include an arts & crags room, a small kitchenette, a libmry/lounge area with a <br />fireplace, administmtive offices, a large storage arra, restroom facilities for each sex, a unisex <br />restroom, an atrium arra that is equipped with an elevator, a small boutique, and a coat mom. <br />The upper level also includes a garage, and space for the 3 vans that will be used for the <br />senior transportation program. The lower Ievel will house a meeting room, fitness room, a <br />billiard room, restrooms (including showers and several half lockers), and a mechanical room.. <br />Additionally the architect has planned a relatively unfinished space that may be used for <br />future expansion. <br />In order to operate this comprehensive Regional Senior Center Program the construction of <br />this type of facility would be necessary. <br />The following represent the 1994 Regional Senior Center construction and related costs: <br />Construction Costs ................................... $1,927,149 <br />Architectural & Engineering Costs ........... 134,900 <br />Furnishings........................................... 75,000 <br />Construction Related Testing & Survey Costs ............ . ..... . . 10,000 <br />Land Acquisition ...................................... 250,000 <br />TOTAL 1994 CONSTRUCTION COSTS: ............... $2,397,049 <br />The grunt from the Beard of Goverment Innovation and Cooperation will be used to cover <br />a portion of the land acquisition costs estimated at $250,000. The four cities attempted to <br />work with Anoka County and the Metropolitan Council to obtain a buildable site without land <br />acquisition costs, but were unnbie to work out details for that property. The current proposed <br />site for the project must be purchased to allow for construction of the facility. <br />The remaining start-up costs will be paid for by the participating communities based upon <br />a total populationlsenior population formula. Allocation of senior center costs among the four <br />cities is as follows: Fridley 42.1%, New Brighton 33.1%, Mounds View 15.9% and Spring <br />Lake Park 3.6%. <br />
