Also, provide a copy of resolution adopting the plan pursuant to Minnesota Statutes, § 465.80, subd. 3. The pian shall inciud (1) a proposal to enter into an agreement for the joint exercise of powers under Minnesota ute § 471.59, that will result in a fully integrated service or function provided by the eligible loc unit of government and one or more other government units as defined in Minnesota Statute § 471.59. (Agreements solely for joint purchases do not qualify for a shared services grant. (2) specific projections of annual cost savings or more efficient service operations that ar reasonably likely to result from the combined service or function (the plan must thoroughl document how the projected cost savings, if any, were determined; all one-time only start-tr costs should not be included in determining the cost of providing the service under the sh= services agreement); and (3) evidence of the need for financial assistance to meet start-up costs that would be entailed providing the combined service or function.
