MEMO TO: JAY MCCLUSKEY, DIRECTOR, <br />SPRING LAKE PARK RECREATION DEPARTMENT <br />FROM: MARY SAARION, DIRECTOR <br />PARKS, RECREATION & FORESTRY DEPARTMENT <br />DATE: OCTOBER 17, 1990 <br />SUBJECT: IN-KIND SERVICES SUPPORTING LAKESIDE PARK <br />This memo outlines in-kind services which the City of Mounds View <br />offers in the operation of Lakeside Park. <br />- The City of Mounds View provides insurance coverage for <br />Lakeside Park. The City of Mounds View processes claims. <br />-The City of Mounds View provides financial management of the <br />reserve funds which have been accumulated over the years to be <br />used in times when the budget exceeds budget. <br />-The City of Mounds View provides the water for Lakeside Park and <br />also provides the water services. <br />-The City of Mounds View provides the striping of the parking lot <br />and also the resealing and other maintenance needs of the aging <br />parking lot. <br />-The City of Mounds View provides plowing services for Lakeside <br />Park during winter programming. <br />-The City of Mounds View provides street sweeping services on the <br />same schedule that other city parks are swept. <br />-The City provides police patrolling at Lakeside Park. <br />-The City of Mounds View administers the budget of Lakeside Park <br />and taken the responsibility of controlling the budget to ensure <br />that expenditures do not exceed the revenues. <br />-The City of Mounds View hires and supervises approximately seven <br />seasonal personnel annually and implemented employee financial <br />records and processes including employee files, evaluations, <br />payroll functions, and training with the in-kind services of the <br />Mounds View Financial Director, Accountant_, Parks and Recreation <br />Director and Administrative Assistant. The seasonal part-time <br />Lakeside Park maintenance worker, although supervised by Spring <br />Lake Park, is employed by the City of Mounds View who administers <br />this position in the ways here described. <br />-In an effort to assist with the maintenance of Lakeside Park,the <br />seasonal lifeguarding staff and aquatic supervisor is requested <br />to assist with beach maintenance -tasks including sand raking, <br />
