MEMO TO: PARKS & RECREATION COMMISSIONERS <br />FROM: MARY SAARION, DIRECTOR <br />PARKS, RECREATION & FORESTRY <br />DATE: OCTOBER 17, 1990 <br />SUBJECT: GROVELAND PARK LAND ACQUISITION <br />As you can see from the memo which was presented to the City <br />Council, the City has been given the opportunity to consider <br />acquisition of the Newton property which lies on the northern <br />border of Groveland Park. The three parcel properties include a <br />grassy area which the City currently mows and is used by park <br />users as parkland for pick up games of football and other grassy <br />area activities. The second parcel includes the house and new <br />double garage. The third parcel is a wooded lot. The two <br />parcels together provide through access from Groveland Road and <br />Fairchild Avenue. <br />I would like to share with you some of my thoughts regarding the <br />"user" possibilities of this property if the City was in a <br />position to acquire the property. <br />- The house is old but has a brick exterior making it fairly <br />maintenance free. The interior is designed with a large living <br />and dining space. I think that this home could be easily <br />transformed into a Sr. Center or Youth Center or Pre -School <br />Center. It has the bathroom and kitchen facilities necessary for <br />these uses although remodeling may be necessary to comply with <br />public use codes. The accessability of the building is excellent <br />offering access off of either road. Plenty of room is available <br />for parking. The need has been expressed as we know through the <br />City survey regarding the need for a Youth and Sr. Center. The <br />needs were expressed by the citizens for such programs and <br />facilities. Perhaps this opportunity would lend towards that <br />reality. <br />-The grassy land used now for park play would probably be sold <br />for a house lot. This would decrease the playspace that is now <br />being used at the park. Any new residents may not be as good <br />neighbors as the Newton family. <br />-The purchase of the two lots together which provide a through <br />access would "square off" the parkland and increase the size of <br />Groveland Park. (see the council's memo) <br />-I don't think that the wooded parcel would benefit the City <br />unless another use idea would require a large amount of land to <br />accommodate the intended use. <br />Of course, as we all know, there is a price to pay for parkland. <br />The cost of the properties may be from $34,000 to $140,000 <br />
