POLICIES GUIDELINES FOR YOUTH RECREATION PROGRAMS <br />March 26, 1998 <br />* Youth programs are designed to be as low cost as possible so cost does not provide a <br />barrier for participation. <br />* Program fees should reflect the actual cost of the program, with a cost even basis, <br />with additional revenues/profits of programs going back into the program, <br />benefitting the youth participating. Thus youth programs is not intended to make <br />money, but simply to cover costs. <br />* Coaches/ instructors are to be paid an hourly wage which is figured in cost of the <br />program and reflects a portion of the program fee. <br />* Youth programs sponsored by the Parks and Recreation Department are to be open <br />and publicized for the entire community and is not to be a confused with a <br />recruitment type program which is targeted only to specific persons. <br />* All participants are to receive equal time, consideration, encouragement, <br />opportunity and instruction regardless of skills and abilities. <br />* The mission of the Department in regards to youth programs is to provide <br />opportunity for all community youth to expand their leisure recreational <br />experiences, develop skills and abilities, make new friends, and enhance physical <br />fitness through participation in leisure recreational activities regardless of sex, skills <br />and abilities, and economic status. <br />* The Goal for this mission is to provide as many leisure recreation programs as <br />possible for community youth to participate in and gain benefit. <br />* Objectives for this goal is to recruit coaches and instructors who have the leadership <br />abilities to offer youth encouragement, skill development, uplift their self esteem, <br />provide good role model and make the activities enjoyable and fun. <br />* Youth recreation instructors/coaches/leaders are hired because they possess a strong <br />desire to benefit youth of the community and not because of interest in personal <br />monetary gain nor other personal goals including athletic prowess. <br />* It is the expectation that as youth participate in leisure recreational activities, skill <br />development will increase, friendships will development, physical fitness will be <br />enhanced, youth will be learn participation values, will increase their self esteem, <br />and build their experience in leadership roles. <br />
