I did not have the opportunity to review your <br />program format. Since your program description was not included in the Spring City Newsletter <br />Recreation Activities Brochure, and because staff did not inform me of the program,I was <br />unaware of the program. I only became aware of the program upon inquiry by a Parks and <br />Recreation Commissioner. It was at this time that I looked into the situation and discovered that <br />the program was lacking major elements of programming detail. There are many problems with <br />this programformat. The first missing link pertains to staffing/employment. City employs <br />recreation leaders whether they are coaches, umpires, instructors, coaches, etc. to lead city <br />sponsored recreation programs. There was no work agreement for staffing of this program. <br />Work agreements are determined as a budget process. Minimum number of participants, hourly <br />wages, operating supplies are all elements of the program budget. This program had no budget <br />established. There was not a minimum number of participants established, hourly staff fees, and <br />other details which all combine to establish an appropriate youth fee for the program. Programs <br />sponsored by the City are publicized by the city to ensure that information is correct and to ensure <br />high integrity of the Department. In addition, the mission of the Parks and Recreation <br />Department is to provide leisure recreational programs for all persons of the community <br />regardless of race, creed, skills, abilities and economic status. Youth programs in particular are <br />designed for a low fee as possible to provide opportunity for the greater. numbers of participants. <br />Fees should reflect benefit to the participant with payback in goods and services. <br />While the purpose of programs and activities for coaches is often times to provide additional <br />training and skill development for players, and especially for those with higher skills, this is not <br />the primary focus of city recreation programming.
