interoffice <br />M E M O R A N D U M <br />to: Parks and Recreation Commissioners <br />from: Mary Saarion <br />subject: Woodcrest Park Improvements <br />date: May 19, 1998 <br />Woodcrest Park has always been a problem park to develop because of its high water table and <br />unstable soils. We have prepared park improvement plans and submitted grant proposals for <br />funding high cost soil corrections and storm water management improvements. However, grants <br />for this park project have not been awarded. The park was re -designed years ago when <br />neighboring property owners complained about the noise and activity of the skating/hockey rink. <br />The rink was removed, and the building and playground area was moved to the opposite corner of <br />the park. The grassy area has been tried as a soccer field and grassy play field for the summer <br />playground program, however because of the high water table, the area is frequently wet and <br />because of the unstable soils, the field does not remain flat and therefore is insufficient for athletic <br />use. The present location of the playground is often times under water after rainfall. The building <br />is rotting from wetness. A drainage system has been installed with drainage tile to alleviate the <br />pooling of water, but water pools continue to exist. <br />Woodcrest Park is a problem. It has open storm water ditches, wetland wetness and unstable <br />soils to contend with. Both east and west ends of the park have been tried for structures, neither <br />one being successful. <br />I have been asked by a few users of the park and residents of the neighborhood area, to look into <br />the possibilities of improving the park. Suggestions have been made to move the location of the <br />building and the playground to the east side. I promised Mr. Rothstein that I would bring up his <br />suggestions at the next Parks and Recreation Commission meeting for discussion. <br />
