A-1 <br /> <br />City of Mounds View Policy and Procedure for <br />Non-Federal Drug and Alcohol Testing <br /> <br />I. INTRODUCTION <br />The City of Mounds View has adopted this Policy and Procedure for Drug and <br />Alcohol Testing (“Policy”) for the purpose of helping to ensure that all City of <br />Mounds View employees are able to enjoy a safe and efficient working <br />environment. This Policy contains the City’s drug and alcohol policy and rules and <br />the City’s drug and alcohol testing policy and procedures. <br /> <br />THIS POLICY IS NOT AN EMPLOYMENT CONTRACT AND DOES NOT ALTER <br />THE AT-WILL EMPLOYMENT RELATIONSHIP. THE CITY MAY CHANGE, <br />ALTER, OR ELIMINATE ANY OR ALL PORTIONS OF THIS POLICY AT ANY <br />TIME, UNLESS PROHIBITED BY ANY APPLICABLE LAW. <br /> <br />The CITY will provide all affected employees with notice of any material change, <br />alteration or elimination of all or any part of this Policy, or as otherwise required by <br />applicable law. <br /> <br />II. DRUG AND ALCOHOL POLICY AND RULES <br /> <br />1. Possessing illegal drugs or drug paraphernalia at work, while on City or <br />customer property, while operating the City’s vehicles, machinery or <br />equipment, or while engaged in City business, is prohibited. <br /> <br />2. Consuming alcohol or using or taking illegal drugs during working hours, <br />including breaks, while on City or customer property, while operating the <br />City’s vehicles, machinery or equipment, or while engaged in City business, <br />is prohibited. <br /> <br />3. The distribution or sale of illegal drugs while at work, while on City or <br />customer property, while operating the City’s vehicles, machinery or <br />equipment, or while engaged in City business, is prohibited. <br /> <br />4. Being under the influence of illegal drugs or alcohol, or having illegal drugs <br />or their metabolites in one’s body, while at work, while on City or customer <br />property, while operating the City’s vehicles, machinery or equipment, or <br />while engaged in City business, is prohibited. The City of Mounds View has <br />a zero tolerance drug policy this includes the presence of illegal drugs, <br />prescription drugs being taken that could impact safety on the job, and an <br />alcohol level of 0.02 or greater which is confirmed by a blood alcohol test. <br /> <br />5. Making arrangements during working time, while at work, or while on City <br />or customer property for the sale, purchase, or transfer of illegal drugs is <br />strictly prohibited, even if the actual sale, purchase, or transfer of illegal <br />drugs occurs during non-working time or off City property.
