MMKR Principal Aaron Nielsen presenting the 2019 Audit. 5 <br /> 6 <br />Aaron Nielsen, MMKR, provided the Council with a presentation on the 2019 Audit. He 7 <br />reported the City’s financial statements are fairly presented in accordance with accounting 8 <br />principles generally accepted in the United States. He explained the City received an unmodified 9 <br />or clean opinion. He discussed the increase in the City’s estimated market value and tax capacity. 10 <br />The financial position of the General Fund was reviewed, along with general fund revenues and 11 <br />expenditures. The balance within the City’s utility funds was discussed further with the Council 12 <br />and Mr. Nielsen asked for comments or questions. 13 <br /> 14 <br />Mayor Mueller requested a definition on the difference between a restricted and unrestricted fund. 15 <br />Mr. Nielsen provided the Council with the definitions for these fund types. 16 <br /> 17 <br />Council Member Meehlhause questioned why the Police Departments expenditures had exceeded 18 <br />the budget in 2019. Finance Director Beer reported this was due to three different factors. He 19 <br />indicated these factors were the settlement with Officer Demarest, the retirement of Deputy Chief 20 <br />Menard and overtime payments. 21 <br /> 22 <br />The consensus of the Council was to accept the 2019 Audit. 23 <br /> 24 <br />Mayor Mueller thanked Mr. Nielsen for this thorough report on the 2019 Audit. 25 <br /> 26 <br />8. COUNCIL BUSINESS 27 <br />A. Public Hearing: Resolution 9257; Approval of a Conditional Use Permit for 28 <br />an Oversized Garage at 3016 Woodale Drive. 29 <br /> 30 <br />Community Development Director Sevald requested the Council approve a conditional use permit 31 <br />for an oversized garage for the property at 3016 Woodale Drive. He reported the applicant was 32 <br />proposing to tear down the existing house and detached garage in order to build a new home with 33 <br />an attached garage. He explained City Code requires that any garage larger than 952 square feet 34 <br />have a conditional use permit. It was noted the applicant’s proposed garage would be 1,117 35 <br />square feet. In addition to the conditional use permit, the applicant also required a variance to 36 <br />reduce the front yard setback. He indicated the Planning Commission approved the variance. 37 <br />Staff commented on the request further and noted the Planning Commission recommended 38 <br />approval of the request. 39 <br /> 40 <br />Mayo r Mueller opened the public hearing at 7:08 p.m. 41 <br /> 42 <br />Hearing no public input, Mayor Mueller closed the public hearing at 7:09 p.m. 43 <br /> 44 <br />Mayor Mueller requested the address within the first “whereas” statement within the Resolution 45
