Item No: 8C <br />Meeting Date: May 26, 2020 <br />MOUNDSVIEW Type of Business: Council Business <br />Administrator Review: <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Don Peterson, Public Works Director <br />Item Title/Subject: Resolution 9277 Approving the Amended Contract with Paul <br />Bunyan Plumbing and Drains for Televising and Lining of <br />Private Sanitary Sewer Lines as part of the H2OPP Point of <br />Sale Program <br />Background/Discussion: <br />The City Council approved the Water Preservation Program (H2OPP) on October 28, 2019 <br />in which the Point of Sale program was also approved. This program requires home owners <br />who are selling their home or transferring the title to have the sanitary sewer lateral line <br />inspected. <br />The City Council approved a contract with Paul Bunyan Plumbing and Drains on February <br />24, 2020 Res 9240, the Council also approved an amendment to the contract on March 9, <br />2020, Res 9235 extending the contract for three years. <br />Staff has since been in conversation with Paul Bunyan about three other points in the <br />contract, after several discussions with both Paul Bunyan and the City Attorney the last point <br />was agreed to bring to the City Council for approval. <br />Paul Bunyan is requesting a 3% cost increase for each year in order to cover the expected <br />increase in materials and labor for televising and installing the CIPP (cure -in -place -pipe) <br />system. <br />Strategic Plan Strategy/Goal: Maintain and Plan for Infrastructure Improvements. <br />Ensure Clean Water and Maintenance. <br />Financial Impact: No financial Impact to the 2020 Budget. <br />Recommendation: <br />Staff recommends the City Council approve the amendment to the contract of a 3% <br />increase in the fees each year to cover anticipated material and labor cost for provided <br />the services associated with the contract for televising and lining of private lateral sewer <br />lines. <br />Respectfully submitted, <br />Don Peterson <br />Public Works Director <br />The Mounds View Vision <br />A Thriving Desirable Community <br />
